This MoU includes details of the program, timeframe, and financing scheme for SPAM development. In this case, the central government provided initial investment assistance of IDR 2.1 trillion.

Luhut said that the regional SPAM development program was based on the government's awareness of the issue of Jakarta being threatened with drowning due to the decline in ground water levels.

"The issue of Jakarta sinking has become an alarm for the government, one of the reasons is the community's continuous use of groundwater," Luhut said in a virtual conference, Monday, January 3.

Continuing, the Minister of PUPR Basuki Hadimuljono emphasized that the certainty of providing drinking water to all levels of society is an obligation to fulfill the basic needs of the community and one solution to prevent Jakarta from sinking. DKI Jakarta area, namely the Jatiluhur I Regional SPAM and Karian-Serpong Regional SPAM which are currently running, as well as the Ir. H. Djuanda/Jatiluhur II is still in the preparation stage.

"With the construction of the 3 Regional SPAMs, it is hoped that it will increase the drinking water supply capacity of DKI Jakarta Province by 9,254 liters per second which can be used to increase service coverage by 30 percent," said Minister Basuki.
