JAKARTA - Direct license as a royalty collection system is often echoed by the All-Indonesian Composters Association (AKSI). They value this system more efficiently for songwriters to get their economic rights.

ACTIONs that have since been established continue to criticize the work of the National Collective Management Institute (LMKN) and the Collective Management Institute (LMK) in collecting royalties actually see the direct license they submitted as a solution, especially for live events or concert royalties.

"Songwriters who direct licenses individually can certainly not violate the Copyright Law, in fact this can be a solution to overcome LMKN's weaknesses in collecting live performance royalties," said Piyu, General Chair of ACTION during a press conference in Kuningan, South Jakarta recently.

ACTION as an association that houses songwriters, said Piyu, also has a role and function to provide information, education, innovation, even consultation and legal assistance, especially related to copyright issues in Indonesia.

Piyu said direct license is more effective, efficient, right on target and can be felt directly by its creators. In this case, direct license has been carried out in several countries, with option out for live performance royalties from the Collective Management Institute (LMK).

The General Chairperson of ACTION gave an example of an option out that had been carried out by LMK PRS in the UK and ASKAP in the United States. The proposal for option out and direct licensing is also said to have been studied for legality, feasibility, and accountability.

"In the end, members of the ACTION also understand that there are other systems that can be applied besides the license system and royalty payment of licenses such as those that have been run by LMKN or LMK," said Piyu.

Piyu also said that his party had prepared a platform called Digital Direct License (DDL). Later this platform will be integrated with Online Single Submission (OSS) which is being discussed by the government to issue crowd permits for a digital-based event.

"Through this DDL, creators will be able to have direct contact with copyrighted users regarding licensing and royalty payments," he said.

"Most interestingly, this DDL platform is real time, so if there is a request for a license and royalty payment, the songwriter will receive a notification and royalties will be immediately received by the creator in real time through his personal account," he continued.

Furthermore, Piyu also ensured that DDL had standardization of calculations, so that songwriters would not determine the price arbitrarily.

"The point is that ACTION provides education and information about direct license systems, then ACTION innovates by creating the DDL platform, which in the end each songwriter who is a member of ACTION can take advantage of this platform to direct License."
