JAKARTA - The Financial Services Authority (OJK) emphasized that the practice of buying and selling bank account numbers that is still rampant on social media is an illegal and high-risk act.
The Head of the OJK Banking Supervisory Executive, Dian Ediana Rae, stated that this practice has the potential to be used for various criminal acts, such as fraud and money laundering.
"This practice is contrary to the provisions of laws and regulations and the principles of Anti-Money Laundering, Prevention of Terrorism Financing, and Prevention of Financing of Weapons of Mass Destruction Proliferation (APU, PPT and PPPSPM)," he said in a statement quoted on Monday, February 16.
The regulation regarding this has been emphasized in POJK Number 8 of 2023 regarding the Implementation of the Anti-Money Laundering Program, Prevention of Terrorism Financing, and Prevention of Financing of Weapons of Mass Destruction Proliferation in the Financial Services Sector.
Through this regulation, OJK requires Financial Service Providers (PJK) to ensure that prospective customers and customers who open accounts and conduct transactions act for themselves or for the benefit of the beneficial owner.
In addition, Dian said that PJK is also required to strictly implement the principle of recognizing customers (Know Your Customer/KYC), including through the implementation of Customer Due Diligence (CDD), transaction monitoring, and the preparation of customer profiles.
"Based on the risk assessment of APU, PPT, and PPPSPM by referring to the POJK APU, PPT, and PPPSPM, OJK continues to encourage banks to follow up on account owners who are identified to be traded, including by restricting access to banking facilities," he said.
Dian conveyed that OJK also appealed to the public not to be involved in the practice of buying and selling accounts in any form.
He added that the account owner is still legally responsible for every transaction that occurs on the account, including if it is used for a crime.
"OJK has asked banks to continue to increase various educational efforts to the public regarding the legal consequences of the practice of buying and selling accounts," he said.
Dian added that OJK continues to coordinate with PPATK, Komdigi, Law Enforcement Agencies (APH) and PJK through periodic information exchange in handling the misuse of accounts to maintain the integrity of the financial system and protect the community.
In addition, Dian conveyed that OJK asked banks to always make efforts to strengthen parameters that can be used to detect the initial use of accounts that are not in accordance with the provisions, as well as periodically monitor accounts and profile refinement of customers that have been carried out.
