JAKARTA - The Ministry of Industry (Kemenperin) admits that the domestic footwear industry is facing challenges in global economic dynamics and changing market behavior. One of the centers that are facing these challenges is the footwear UMKM in Ciomas, Bogor Regency, West Java Province.
The Director General of Small, Medium and Multi-Industry (IKMA) of the Ministry of Industry, Reni Yanita, also visited the center in September 2025. From the results of the visit, it was found that changes in consumer behavior after the COVID-19 pandemic also affected business performance at the center.
In addition, the issue of regeneration of craftsmen is also a serious concern. Reni said, most of the craftsmen in the Ciomas footwear IKM center are senior generations who do not yet have complete new knowledge and skills.
"Therefore, it requires a role for the younger generation to be more adaptive to market dynamics and technological developments," said Reni in a written statement, Monday, January 5.
As a concrete step, the Directorate General of IKMA together with the Directorate of Chemical, Textile and Handicrafts (IKM KSK), the Indonesian Cooperation Industry Development Center (BPIPI) and the Bogor Regency Trade and Industry Office also carried out a series of programs to improve the competitiveness of Ciomas footwear IKM center artisans.
The Director of the Chemical, Sandang, and Craft Industry of the IKMA Directorate General of IKMA, Ministry of Industry, Budi Setiawan, said that by the end of 2025, three main training activities had been carried out, namely digital literacy improvement, technical guidance, and mentoring by mentors from universities. The program was attended by 14 artisans representing the Ciomas footwear IKM center.
The series of training began with the activities of the growth and development of new entrepreneurs of the Chemical, Sandang and Handicraft IKM in West Java on December 12, 2025. The activity was attended by 14 Ciomas footwear IKM center artisans as well as 56 other chemical, sandang and handicraft IKM from Bogor City and Regency.
The materials provided include digital marketing strategies, sales strategies in the market, and product photography practices with speakers from Prasetiya Mulya University, Shopee Indonesia, and Ciputra University Jakarta.
"This construction is aimed at making artisans more familiar with digital marketing, having an understanding of the latest design and pattern of footwear to encourage product innovation and be able to manage their businesses more efficiently through mentoring," he said.
Then, the craftsmen followed the technical guidance of the design and pattern of footwear held on December 15-17, 2025 with speakers from BPIPI. The training program was then continued with mentoring by mentors from Prasetiya Mulya University until 2026 for selected participants.
"We hope that the results of this training can become the basic capital for craftsmen, not only to survive, but also to strengthen the internal conditions of the business, understand the needs of the business more accurately and determine strategic steps to develop the business and face market dynamics," he said.
In the future, Budi encourages craftsmen to utilize various government support, ranging from financing facilities such as the People's Business Loan (KUR) and Solid Work Industry Loan (KIPK), technical consultation services with BPIPI to machine and equipment restructuring programs for SMEs for machine rejuvenation and production capacity improvement.
Based on data from the Central Statistics Agency (BPS), the footwear industry and the leather industry grew by 8.31 percent until the second quarter of 2025, and grew 0.72 percent (quarter to quarter) in the third quarter of 2025. The investment value of the footwear industry also reached more than Rp. 18 trillion throughout January-September 2025.
The performance of Indonesian footwear industry exports also showed a positive trend, with an increase of 11.89 percent in the period from January to August 2025. Thus, Indonesia is ranked sixth in the world as a footwear exporter.
