ASN Single Salary Hasn't Been Implemented In 2026, Still In Discussion

JAKARTA - The Ministry of Finance (Kemenkeu) confirms that a single salary scheme will not be implemented in 2026, although the plan has been listed in the Financial Note and Draft State Revenue and Expenditure Budget (RAPBN) for Fiscal Year 2026.

Director of State Budget Preparation of the Directorate General of Budget at the Ministry of Finance, Rofyanto Kurniawan, explained that the implementation of single salaries will not be carried out next year because the statement in the financial note document is still medium-term.

"Not yet, not yet in 2026," said Rofyanto to the media crew, Wednesday, August 27.

"It's mentioned in the medium term, so it's not in a short time," he added.

Meski belum diberlakukan dalam waktu dekat, Rofyanto menyatakan, pembahasan terkait skema penggajian tunggal bagi Aparatur Sipil Negara (ASN) terus berlangsung antara Kemenkeu bersama Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) untuk mematangkan konsep perubahan sistem penggajian tersebut.

Although it has not yet been implemented in the near future, Rofyanto stated that discussions related to the single payroll scheme for State Civil Apparatus (ASN) will continue between the Ministry of Finance and the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) to finalize the concept of changing the payroll system.

"Yes, this means that we are trying to discuss the discourse from the Kemenpanrb, we are trying to discuss it, we are preparing for the medium term," he said.
