The Ministry of Cooperatives (Kemenkop) has encouraged the acceleration of the implementation of special village deliberations for the establishment of village/kelurahan cooperatives (Kopdes/kel) Merah Putih.

The Minister of Cooperatives (Menkop) Budi Arie Setiadi ensured that the costs for the establishment of a notary deed are currently very affordable because the Ministry of Cooperatives and the Indonesian Notary Association (INI) have signed a memorandum of cooperation agreement to accelerate the issuance of a cooperative notary deed.

Based on the agreement made between the Ministry of Cooperatives and this on April 24, 2025, the maximum cost of making a notary deed of cooperatives that must be paid by the Kopdes / Kel Merah Putih is Rp. 2.5 million. Whereas previously the cost of making a notary deed for the establishment of an institution could reach Rp. 7 million.

"We from the Ministry of Cooperatives have discussed with the Indonesian Notary Association, in order to support the formation of 80 thousand Merah Putih village/kelurahan cooperatives, the cost of a notary deed is cheaped and a maximum figure is issued of IDR 2.5 million," said Coordinating Minister Budi Arie, Thursday, May 15.

Budi Arie realized that the cost of making a notary deed by most of the Village Heads was a problem because of the limited budget they had. Based on this, the Ministry of Cooperatives and this initiated an agreement so that the costs were much cheaper and more affordable.

With a more affordable notary fee, Budi Arie hopes that the formation of cooperative legal entities at the village and sub-district levels is expected to increase significantly. It is targeted that by June 2025, as many as 80,000 villages in Indonesia will complete taking care of the legal entity / legality of cooperatives.

Furthermore, Budi Arie said that efficiency does not only apply to the process of establishing cooperatives but also to the level of operationalization. This happens because the Kopdes / Kel Merah Putih will get privilege because the commodities managed are commodities that get subsidies from the state to then be distributed to the community.

"Imagine if all items are bought in wholesale by cooperatives such as rice, subsidized gas, subsidized fertilizers, cooking oil and others will certainly be cheaper. I'm sure Kopdes/Kel will sell cheaper than anywhere else," said Budi Arie.

Therefore, Budi emphasized that cooperatives must be profitable so that the profits are then returned to cooperative members.

"So cooperatives must be profitable, because they are divided into cooperative members," he explained.
