Sri Mulyani Allocates IDR 49.4 Trillion For THR ASN

Minister of Finance Sri Mulyani Indrawati allocated a budget of IDR 49.4 trillion for the holiday allowance (THR) of the state civil apparatus (ASN) in 2025.

In a written statement from the Ministry of Finance, quoted by Antara, Wednesday, March 12, Sri Mulyani detailed that the THR budget is allocated in the State Revenue and Expenditure Budget (APBN) and the Regional Revenue and Expenditure Budget (APBD) for Fiscal Year 2025 through the budget at the Ministry/Institution (K/L), the State General Treasurer Budget Section (BA BUN), as well as Transfers to Regions (TKD).

The estimated THR budget requirement is around Rp. 17.7 trillion for central ASN, state officials, TNI soldiers, and members of the National Police.

In BA BUN, around Rp. 12.4 trillion has been allocated for retirees and pension recipients. Furthermore, the need for regional ASN is around Rp. 19.3 trillion.

For regional ASN, it can also be given an Additional Employee Income (TPP) from the 2025 FY APBD which is allocated around Rp. 16.5 trillion, by adjusting the fiscal capacity of each local government and in accordance with applicable regulations.

The regulation of the technical implementation of THR will be regulated by the Minister of Finance Regulation (PMK) for those sourced from the APBN, and with Regional Head Regulations (Perkada) for those sourced from the APBD.

THR payments by the State Treasury Service Office (KPPN) are carried out in accordance with applicable mechanisms, with previously all work units being able to start reconciliation of salaries for THR payments or the manufacture of pension bills by PT Taspen and PT Asabri.

The K/L work unit can start applying for a Payment Order to be processed by the KPPN Disbursement Order.

Furthermore, the Ministry of Home Affairs instructed all local governments to immediately complete the preparation of the Regional Regulation on THR Payments and 13th Salaries, and ensure that payments can be made starting D-15.

If the THR cannot be paid before Eid al-Fitr, the THR can be paid afterwards.

President Prabowo Subianto officially signed Government Regulation Number 11 of 2025 which regulates the policy of granting and 13th salary for ASN. The government provides a performance allowance to ASN of 100 percent.

The THR for ASN will be paid 2 weeks before Lebaran 2025, starting Monday, March 17, 2025. Meanwhile, the 13th salary of ASN will be paid at the beginning of the new school school school year, namely in June 2025.
