JAKARTA - The Pre-Employment Card Program which has been running for 18 months continues to maintain the quality of its training by conducting continuous assessment and monitoring processes. This has received appreciation from the Coordinating Minister for Economic Affairs as well as the Chair of the Job Creation Committee in a meeting with leaders of educational institutions who are part of the Independent Assessment Expert Team and the Independent Monitoring Expert Team for the Pre-Employment Card Program Training, today in Jakarta, Friday 22 October.

"From the beginning we really wanted to provide training that can help the workforce improve their competence. Although the Pre-Employment Card has turned into a semi-social assistance program due to the pandemic, we still ensure that the quality of the training in the Pre-Employment Card ecosystem is maintained," said Coordinating Minister for the Economy Airlangga Hartarto.

The standard of pre-employment training has been refined several times in order to provide optimal results for the 11.4 million recipients from 514 districts/cities throughout Indonesia who are so diverse in their interests, talents, education, age, gender, and socio-economic conditions.

Thanks to the support of these institutions, the results are satisfactory, namely:

- Training rating reached 4.9 on a scale of 5- 95 percent of participants said the training was according to their interests- 98 percent of participants said the training increased competence- 93 percent of participants said the training could be applied in the workplace/business- 79 percent of participants said attaching a training certificate to apply Employment- One third of those who were unemployed before joining the Pre-Employment are now working, either as employees or as entrepreneurs.

The Assessment Team and Monitoring Team have been assisting PMOs since October 2020 to ensure that training in the Pre-Employment ecosystem meets the quality standards of training and service delivery standards as expected. This is in accordance with the mandate of the Coordinating Minister for Economic Affairs 11/2020 article 32 and article 55.

Denni Puspa Purbasari, Executive Director of the Pre-Employment Card Program, explained that his party is collaborating with the University of Indonesia, Gadjah Mada University, Atma Jaya University, Airlangga University, and Indonesia Mengajar to conduct a screening process before a training enters the ecosystem.

"Meanwhile, the Bogor Agricultural University, the University of Muhammadiyah Malang (UMM) and the NU Indonesia University (UNUSIA) monitor the training that has been included in the ecosystem. This separation is done so that there is no conflict of interest," said Denni.

Representatives of the Independent Expert Team present today are:

1. Prof. Dr. Panut Mulyono, Chancellor of Gadjah Mada University (UGM);2. Prof. Dr. Ari Kuncoro, Chancellor of the University of Indonesia (UI);3. Prof. Dr. Arif Satria, Chancellor of the Bogor Agricultural University (IPB);4. Dr. Fauzan, Chancellor of the University of Muhammadiyah Malang (UMM);5. Dr. Yohanes Eko Adi Prasetyanto, Deputy Chancellor 4 for Research and Cooperation, Atma Jaya Catholic University (Atma Jaya);6. Prof. Dr. Suryanto, Dean of the Faculty of Psychology, Universitas Airlangga (UNAIR);7. Mr. Hikmat Hardono, Chairman of the Indonesian Teaching Foundation (YIM);8. Mr. Dwi Wiyarno, M.Si, Director of Human Resources and Planning, NU Indonesia University.

To date, the Independent Assessment Expert Team has assessed more than 4,000 training modules proposed by the Training Institute through the Digital Platform. In the second semester of 2021, more than 1,600 trainings have been submitted by 173 training institutions.

These trainings have been checked and monitored by the Implementing Management of the Pre-Employment Card Program together with a team of experts. As a result, only 440 types of training from 97 training institutions can be active in the Pre-Employment Card ecosystem. This shows that the Independent Assessment Expert Team upholds very high and strict standards.

Meanwhile, the Independent Monitoring Expert Team has monitored more than 3,000 training modules/types that have been broadcast in the Pre-Employment Card Program ecosystem.

The number of training and training institutions above will continue to move dynamically because all training institutions may register to enter the Pre-Employment Card ecosystem.

"In accordance with Presidential Regulation 76/2020, the Pre-Employment Card Program uses a partnership scheme, not the procurement of government goods/services. Each Training Institute that has entered the ecosystem will compete to offer training with the best price, quality, and service for Pre-Employment Card recipients. So we make sure the system in Pre-Employment is open, fair, competitive, transparent, accountable, efficient and effective," said Denni.
