JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) has established a scheme for the distribution of special-priced diesel fuel (BBM) at Rp15,000 per liter for fishing vessels of over 30 gross tons (GT) to 200 GT.
Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono said that the policy was accompanied by a number of requirements and monitoring mechanisms to prevent leaks and misuse in the field.
"The distribution of special price fuel will be carried out through a strict and accountable mechanism to prevent leaks. This policy is a stimulus until December 31, 2026 and will be evaluated," said Trenggono in a KKP official statement in Jakarta, Friday.
In a working meeting with Commission IV of the Indonesian House of Representatives in Jakarta, Thursday (16/7), the Minister of Maritime Affairs and Fisheries explained that ships that are entitled to special price solar must have an active permit in the form of a Fishing Permit (SIPI) or a Fishing Carrier Ship Permit (SIKPI), actively fishing in the last six months, and have installed a Fishing Vessel Monitoring System (SPKP/VMS) that is actively functioning.
In addition, ship owners are required to commit to adjusting the distribution of results between business actors and crew members (ABK), as well as signing an integrity pact.
To ensure that the distribution is targeted, the KKP also requires ship owners to report the fuel filling plan to the port authorities.
Filling can only be carried out at the base port in accordance with the SIPI or SIKPI permit, and the fuel received must not be transferred to other ships, including those under the same ownership.
In addition, the VMS system must be active during fuel filling, ship owners are obliged to provide access to KKP officers to carry out supervision, implement the fuel recommendation no later than three months after it is issued, and submit a report on the realization of fuel use along with supporting documents.
"The entire distribution process will be facilitated through an integrated digital system, including OSS-SILAT-SIMKADA, e-PIT, and the BPH Migas and Pertamina systems, so that distribution supervision can be carried out transparently and accountable," said Trenggono as quoted by Antara.
KKP estimates that the need is around 399 million liters of diesel until the end of 2026 to support the operations of around 6,712 fishing vessels and fish transport vessels operating throughout the State Fisheries Management Area of the Republic of Indonesia (WPPNRI).
