JAKARTA - Minister of Housing and Spatial Planning (PKP) Maruarar Sirait (Ara) proposed an additional budget of Rp. 96.09 trillion for the 2027 fiscal year (TA) to pursue the target of building and renovating two million houses.
This was conveyed by Ara in a Working Meeting (Raker) with Commission V of the Indonesian House of Representatives at the Parliament Complex, Senayan, Jakarta, Wednesday, June 17.
Ara assessed that the indicative ceiling of the 2027 National Development Planning Ministry of Rp9.913 trillion was not enough to meet the target.
"The proposed budget needs of the Ministry of PKP 2027 are IDR 106 trillion with a target of 2,084,460 units. With an indicative ceiling of IDR 9,913 trillion, an additional IDR 96.09 trillion is needed to achieve the target," said Ara.
He explained that the indicative ceiling of Rp9.913 trillion consists of a management support program worth Rp913.82 billion and a PKP program of Rp9 trillion.
According to Ara, the ceiling also has not taken into account a number of other needs, such as the target of two million units of Self-Help Housing Stimulus Assistance (BSPS) or housing surgery, the construction of permanent housing for centralized post-disaster relocation in Aceh, North Sumatra and West Sumatra, as well as the needs of operational and non-operational spending of the ministry.
Of the total proposed budget of Rp106 trillion, said Ara, most of it was allocated for physical programs.
"From the proposed budget of Rp. 106 trillion, the largest proportion is the physical program of Rp. 102.91 trillion or 97.09 percent. Non-physical is Rp. 3.09 trillion," he said.
A number of priority programs proposed include BSPS of IDR 57.29 trillion, the construction of apartment buildings (rusun) of IDR 36.94 trillion for 50,000 units or 421 towers, special houses of IDR 8 trillion for 23,410 units, slum and sanitation handling of IDR 519 billion for 375 hectares in 25 locations, and infrastructure assistance, facilities and utilities (PSU) of IDR 155.82 billion for 10,502 units.
According to him, the proposal for the construction of flats was also driven by the many aspirations received from various circles.
"I also get a lot of aspirations from various circles for this apartment, so we asked," said Ara.
In addition, Ara emphasized that BSPS remains the main focus of the Ministry of PKP. Based on his experience reviewing directly to various regions with members of the Commission V of the DPR, the program is considered to provide real benefits for low-income people (MBR).
"We can see for ourselves, indeed the benefits for the disadvantaged people are very happy for them," said Ara.
On that occasion, Ara asked for the support of Commission V of the DPR for the proposed additional budget for the Ministry of PKP 2027.
Moreover, continued Ara, the additional budget is needed to accelerate the achievement of the target for the development of housing and residential areas as well as the implementation of national priority programs.
"Finally, we ask Commission V to support the proposed additional budget for the ministry's budget for 2027 to accelerate the achievement of the target for the development of housing and residential areas as well as the implementation of national priority programs," he explained.
