JAKARTA - The toll-free toll project or Multi Lane Free Flow (MLFF) has not yet been realized until now. On the one hand, the new toll payment system is claimed to be ready to be implemented, but on the other hand there are various aspects that still need to be discussed.
The MLFF project was first discussed in 2021 and its implementation plan has been postponed several times. Since it was tested at the end of December 2023 on the Bali Mandara Toll Road, there has been no further news from the implementation plan for the project.
Minister of Public Works (PU) Dody Hanggodo said that there were a number of technical and non-technical problems that made the implementation of the MLFF not implemented.
"MLFF is still in process. There are some technical and non-technical problems, but we have resolved everything. However, it takes time to settle because it is related to many parties. Not only the Ministry of PU and the initiator of MLFF, but also many related parties because there are technical and non-technical problems," said Dody at the Ministry of PU office, Jakarta, Friday, March 6.
The Ministry of PU through the Toll Road Regulatory Agency (BPJT) continues to process to resolve various obstacles together with related parties.
The plan is for the MLFF trial to be held two or three more times before finally deciding on the continuation of the project.
"Technical and non-technical problems must be resolved together. Later the details will be explained by the Head of BPJT, there will be tests and all sorts. The next test and all sorts, maybe 2-3 times if I'm not mistaken, we will decide what it will be like," he said.
BPJT Head Wilan Oktavian explained that the toll payment system project without stopping is divided into three stages, namely, pre-trial, trial and finally evaluation.
"Well, right now we are still in the pre-trial phase and thank God, starting from yesterday Tuesday until today, it has been carried out in the name of functional testing," he explained.
"So the functional test is not trying to test whether it can be done or not, but the scenarios we will test can be done, can be assessed or not. Well, we have tried 64 scenarios and the results can indeed be implemented, can be assessed," he continued.
Furthermore, the functional test will be carried out in several stages before it can be tested.
"Later, there will be functional tests in stages 2 and 3. Until all scenarios are agreed upon, then only enter the trial stage," explained Wilan.
To note, the implementation of MLFF technology or toll payment system without stopping is included in the National Strategic Program (PSN) list in the era of President Prabowo Subianto's leadership.
Referring to the Regulation of the Coordinating Minister for the Economy of the Republic of Indonesia Number 16 of 2025 concerning the Eighth Amendment to the Regulation of the Coordinating Minister for the Economy Number 7 of 2021 concerning the Amendment to the List of National Strategic Projects, MLFF became one of the 15th National Strategic Programs out of 25 existing programs.
Previously, Dody had said that the re-trial of the system would be carried out as soon as possible in 2025.
