JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) is building a Red and White Fishing Village (KNMP) in the first 65 phase locations starting this year. It is targeted that the construction of the KNMP will be completed in December-January 2026.

The KKP calculates that at least capital expenditure (Capex) is needed for the construction of KNMP in one location.

The details, amounting to Rp12 billion, are used to build production facilities, such as cold storage, ice factories, transport cars, repair workshops, grocery kiosks, culinary centers to Fisherman's Fuel Filling Stations (SPBN).

The remaining Rp10 billion will be used to support basic infrastructure facilities, namely mooring ships, environmental roads and ship assistance.

This was as stated in the presentation material conveyed by KKP Secretary General Rudy Heriyanto Adi Nugroho at the Investment and Business Matching event entitled "Accelerate National Economic Growth Through Downstreaming of Fisheries in Jakarta, Thursday, November 20.

Rudy said that KNMP is one of the seven priority agendas that will be carried out by the KKP during the 2024-2029 period.

"Some of the President's priority programs implemented by the KKP include the construction of 1,100 KNMP, food self-sufficiency fulfillment programs through the revitalization of the 20,000 hectare pantura pond area, integrated construction of shrimp pond areas to modernization of fishing vessels," he said.

With this KNMP, it is hoped that there will be an increase in fishery production of up to 800 tons per year and turnover or business revenue per location will reach Rp29.2 billion per year.

Previously, the KKP officially set 65 locations for the first phase for the construction of KNMP out of a total target of 100 locations this year.

The location determination is contained in the Decree of the Minister of Marine Affairs and Fisheries Number 55 of 2025 which was signed on September 3, 2025.

Expert Staff to the Minister of Marine Affairs and Fisheries for Economic, Social and Cultural Affairs as well as Head of the Red and White Fishing Village Development Team Trian Yunanda said the construction of the first phase is targeted to be completed within 3.5 months. Thus, all production facilities and infrastructure (sarpras) will be completed in December 2025.

"65 locations have been determined for the first phase out of 100 locations, God willing, we will build it in approximately 3.5 months from today. Hopefully later as of December 2, 2025, (as many as) 65 locations have been completed complete production infrastructure," Trian said at a press conference in Jakarta, Monday, September 15.

In addition to the initial 65 locations, the government is also preparing the construction of the second phase for 35 additional locations.

The budgeting process is being submitted through the Additional Fee Budget (ABT) mechanism with the implementation plan starting at the end of October 2025.
