JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) revealed that the Ministry of Finance requested that tax settlement be one of the requirements for submitting a Work Plan and Expenditure Budget (RKAB) by mineral and coal mining companies.
This was stated by the Director General of Mineral and Coal (Minerba) Tri Winarno in the Socialization of RKAB Regulations and RKAB Application Procedures for MinerbaOne Applications, Wednesday, October 22.
"We received some information regarding tax obligations that the Ministry of Finance really expects us to help with tax settlement receipts," said Tri.
Tri ensured that at this time his party was still in discussions with related parties, including the obligation to settle taxes as one of the mandatory requirements for mining actors.
"We are still in discussion because the finance ministry expects taxes to be included as one of the requirements in the RKAB approval," Tri continued.
However, Tri assured that any policy taken by the government was aimed at helping mining business actors in completing the 2026 RKAB application process.
Tri further explained that starting this year the Ministry of Energy and Mineral Resources requires the RKAB submission to be carried out on an annual basis, previously carried out every three years. Thus, several companies that have obtained the approval of RKAB 2026, mining companies are required to re-submit RKAB.

Although it is mandatory to re-submit RKAB, Tri ensures that his party has simplified the RKAB application process, such as cutting the matrix from the previous 30 to only 10.
He hopes that this simplification can accelerate the process of drafting and submitting RKAB in the coming years. The RKAB application is made through the MinerbaOne application.
