JAKARTA - Entering the new school year 2026-2027, the Indonesian Teachers' Union Federation (FSGI) released worrying data regarding the portrait of the education world in the country. Throughout January to June 2026, FSGI recorded as many as 55 cases of violence in the education unit environment, of which the majority is still dominated by cases of sexual violence.

Data collected from mass media and FSGI regional networks in these 13 provinces show a very worrying trend of increase. The figure of 55 cases in the last six months is very high, considering that throughout 2025 the recorded cases amounted to 60 cases.

Of the total 55 cases, 35 cases occurred in educational units under the auspices of the Ministry of Basic and Secondary Education (Kemendikdasmen). Meanwhile, the other 20 cases occurred in educational institutions under the Ministry of Religion, which include 1 MTs and 19 pesantren.

Data on Victims of Sexual Violence Soars by More than 100 Percent

The types of violence in schools throughout the first semester of 2026 were dominated by sexual violence which reached 78 percent. The rest were physical violence at 14.5 percent, psychological violence at 5.5 percent, and policies with violence at 2 percent.

A sharp spike occurred in the number of victims of sexual violence. If in the first quarter there were 83 victims, the figure jumped drastically in the second quarter to 192 victims. This increase reached more than 100 percent with a total of 275 children becoming victims, including girls and boys.

Ironically, of the total 64 perpetrators of violence who were identified, the majority of positions were occupied by educators such as teachers, head of school plt, ponpes leaders/nurses, teaching staff, scout trainers, security guards, and fellow students.

Barriers to the Implementation of Minister of Education and Culture Decree No. 6 of 2026

The high number of violence is inversely proportional to the readiness of the region in implementing regulations. FSGI revealed that the Minister of Education and Culture Decree No. 6 of 2026 concerning the Safe and Comfortable School Culture (BSAN) is still difficult to implement in the field.

Based on the monitoring of the FSGI regional network, there are no regions that have managed to form an official Working Group (Pokja) led by the Regional Secretary (Setda). In fact, the deadline for making the Pokja SK has passed, namely on July 9, 2026.

FSGI assesses that the current Permendikdasmen mechanism tends to submit case resolution through the school principal's policy. This is considered to have the potential to make it difficult for victims to get justice, especially if the perpetrator is an internal party or the school principal himself.

Appreciation for the Breakthrough of the DKI Jakarta Provincial Government Complaint Channel

In the midst of the slow response of various regions, the DKI Jakarta Provincial Government through the Education Office took concrete steps on the first day of the School Environment Introduction Period (MPLS). DKI Jakarta launched the "Clean, Safe, and Comfortable School Movement" as a tangible manifestation of the implementation of Permendikdasmen 6/2026.

This step is marked by the official opening of the "KANAL PENGADUAN KEKERASAN" through two special WhatsApp numbers. This conscious and planned effort is fully appreciated by FSGI as the foundation of progressive child protection in schools.

Currently, the DKI Jakarta Provincial Education Office is processing the signing of the SK Pokja BSAN by the Governor of DKI Jakarta. In addition, a memorandum of understanding has also been prepared with the PPAPP Office and the DKI Jakarta Social Office to build an integrated violence case handling system that prioritizes the best interests of children.
