JAKARTA The Business Competition Supervisory Commission (KPPU) held the inaugural trial of the alleged conspiracy case in the tender for the construction of the Semarang Phase II (Cisem 2) natural gas transmission pipeline worth IDR 2.98 trillion.

The trial took place at the KPPU Building, Jakarta, Wednesday, October 2, with the agenda of reading the Report on Alleged Violations (LDP) by KPPU investigators. The trial was chaired by the Chairman of the Commission M. Noor Rofieq along with members Rhido Jusmadi and Gopprera Panggabean.

Head of the Public Relations and Cooperation Bureau Deswin Nur said the case, which is registered with Number 06/KPPU-L/2025, stems from public reports.

Adapun perkara ini akan kembali disidangkan dan terjadwal pada 22 Oktober 2025 dengan agenda tanggapan para terlapor serta pemeriksaan alat bukti surat dan dokumen pendukung tanggapan dari para terlapor.

Deswin said investors found several patterns that were said to strengthen alleged violations, including repeated addendums to tender documents, disruptions and failed procurement systems, receipt of price offering documents outside the electronic system (SPSE), and significant similarities in inter-participants' technical documents.

"The combination of these factors is considered to provide indications of coordination among tender participants so that it can lead to conspiracy practices," he said.

This case will be re-trialed and scheduled on October 22, 2025, with the response agenda of the reported parties as well as examination of letter evidence and supporting documents for response from the reported parties.
