Airlangga Reveals That The Economic Stimulus Package Budget Is Still In Calculation

JAKARTA - The government plans to distribute a number of stimulus packages in the fourth quarter of 2025 as part of efforts to strengthen people's purchasing power and encourage the economy.

Coordinating Minister for Economic Affairs Airlangga Hartarto revealed that the total budget to fund the stimulus program is still in the process of calculating with the relevant ministries.

"So related to the budget, we are calculating it," he said at a press conference at Wisma Danantara, Wednesday, October 1.

In addition, Airlangga revealed that the government plans to distribute additional stimulus in the fourth quarter of 2025.

According to Airlangga, this policy is a follow-up to President Prabowo Subianto's direction to expand the scope of economic protection, including targeting people in the fourth decile.

However, Airlangga has not detailed the form of the stimulus that will be given and only said that the assistance mechanism is still in the finalization stage and is targeted to be completed within one week.

"So there was a directive from the President to thicken until the fourth desil, we are finalizing this program, until one week we will announce how much is needed for it," he added.

Meanwhile, Minister of Finance Purbaya Yudhi Sadive emphasized that there was no additional budget for the stimulus package and there was only a budget shift.

"Some asked to be shifted, I'll comb it first. If I can't shop, I will slide it, it looks like it will be shifted. But that doesn't mean a new budget, I will move it there (economic package)," he explained.

For information, here is a list of economic acceleration programs that will be held until the end of 2025, including:

First, the Fresh Graduate Trade program which will start on October 15, 2025.

Second, for the tourism sector, the government bears PPh Article 21 for workers with salaries below Rp. 10 million, covering around 552,000 workers in hotels, restaurants and cafes, previously workers in the labor-intensive sector had also received similar incentives.

Third, the Government will provide food assistance in the form of 20 kg of rice and 4 liters of cooking oil which will be distributed to 18.3 million beneficiary families.

Fourth, a 50 percent discount on the Work Accident Insurance (JKK) and Death Security (JKM) programs is given to around 731,000 workers in the transportation sector.

Fifth, the BPJS Ketenagakerjaan housing program in the form of mortgage interest support to support the construction of 100,050 housing units.

Sixth, the VAT DTP incentive for houses of up to Rp. 2 billion which was extended until 2026. Public business loans (KUR) for housing are allocated Rp 130 trillion.

Seventh, labor-intensive programs in the field of public work and transportation are expected to absorb 215,000 workers by the end of 2025.

Eighth, the PP28/2025 Implementation Deregulation program will be implemented on October 5.

Program lists to be continued in 2026:

First, PPh 21 for the tourism sector and labor-intensive work is extended until 2026.

Second, VAT DTP incentives for houses of up to IDR 2 billion to 2026, as well as People's Business Credit (KUR) for the housing sector worth IDR 130 trillion.

Third for MSME players, the final income tax rate of 0.5 percent for turnover of up to IDR 4.8 billion is extended until 2029.

Furthermore, the flagship programs are KDKMP Operations (Red and White Village Cooperatives), Replanting at People's Plantations, Merah Putih Fisherman Village, Revitalization of Tambak Pantura and Modernization of Fishing Boats.

Furthermore, Airlangga explained that the government is also preparing additional stimulus packages which will cover more than 30 million beneficiary families and working groups.

"This is being finalized in the next week," he said.

In the retail sector, the government supports the implementation of the National Online Shopping Day (Harbolnas) on December 10'16, which is estimated to be able to create demand of up to IDR 35 trillion.

In addition, the Indonesian Discount Shopping and Retail Epic Sale program will also be held to encourage public spending ahead of Christmas and New Year.

He conveyed that to support increased consumption in the year-end period, especially ahead of Christmas 2025 and New Year's 2026, the government regulates the provision of public transportation discounts.

Meanwhile, PT KAI will provide a ticket discount of 30 percent for 1.5 million passengers in the period 22 December 2025 to 10 January 20226.

Meanwhile, Pelni prepared a discount of 20 percent for around 405,000 ship passengers from 17 December 2025 to 10 January 2026.

Next, ASDP targets 227 thousand passengers and 491,000 vehicles to enjoy relief from port service rates from 22 December 2025 to 10 January 2026.

Furthermore, airlines will also provide ticket discounts between 12 percent and 14 percent for around 36 million passengers, valid for ticket purchases from October 22 to January 10, 2025, with flights scheduled for between December 22, 2025 to January 10, 2026.
