KKP Set 65 Locations For The First Phase Of The Red And White Fishermen's Village, Target Completed December 2025

The Ministry of Maritime Affairs and Fisheries (KKP) has officially set 65 locations for the first phase for the construction of the Red and White Fisherman Village (KNMP) out of a total target of 100 locations this year.

The location determination is contained in the Decree of the Minister of Marine Affairs and Fisheries Number 55 of 2025 which was signed on September 3, 2025.

Expert Staff to the Minister of Marine Affairs and Fisheries for Economic, Social and Cultural Affairs as well as Head of the Red and White Fishing Village Development Team Trian Yunanda said the construction of the first phase is targeted to be completed within 3.5 months. Thus, all production facilities and infrastructure (sarpras) will be completed in December 2025.

"65 locations have been determined for the first phase out of 100 locations, God willing, we will build it in approximately 3.5 months from today. Hopefully later as of December 2, 2025, (as many as) 65 locations have been completed complete production infrastructure," Trian said at a press conference in Jakarta, Monday, September 15.

In addition to the initial 65 locations, the government is also preparing the construction of the second phase for 35 additional locations. The budgeting process is being submitted through the Additional Fee Budget (ABT) mechanism with the implementation plan starting at the end of October 2025.

Thus, a total of 100 KNMP locations are targeted to be realized by March 2026.

The program is accelerated as a KKP strategy to increase fishermen's productivity while strengthening marine sector-based food security.

The KKP has also prepared a larger development plan in 2026. The government is targeting the construction of 250 KNMP.

The indicative budget for the project has been recorded in the Budget Implementation List (DIPA) of the 2026 State Budget.

"For 2026, we will build 250 fishing villages and the budget, Insyallah, is already in the Indicative Dipa State Budget, amounting to 250 red and white fishing villages," he said.

According to Trian, a survey of the construction site in 2026 will soon be conducted by involving the Indonesian Traditional Fishermen's Unit (KNTI) to ensure regional readiness.

With early planning, it is hoped that development can run effectively and on target.

In addition to preparing locations and budgets, the KKP also encourages the commitment of local governments.

Trian bilang, pihaknya telah mengirimkan surat kepada seluruh bupati dan wali kota terkait agar segera menandatangani pakta integritas.

Hal itu menjadi dasar komitmen bersama dalam mewujudkan pembangunan kampung nelayan secara transparan dan akuntabel.

"Kami sudah berkirim surat kepada seluruh bupati/wali kota terkait agar pakta integritas ini segera ditandatangani sebagai bentuk komitmen bersama untuk melaksanakan pembangunan ini secara lancar, transparan, integritas dan akuntabilitas, yang menjadi concern kami bersama," pungkasnya.

Trian said that his party had sent letters to all relevant regents and mayors to immediately sign the integrity pact.

This is the basis of a joint commitment in realizing the construction of fishing villages in a transparent and accountable manner.

"We have sent a letter to all relevant regents/mayors so that this integrity pact is immediately signed as a form of joint commitment to carry out this development smoothly, transparently, integrity and accountability, which is our common concern," he concluded.
