JAKARTA - Buildings established in bodies and river boundaries will be put in order to reduce the risk of flood disasters in West Java, especially in Bogor and Bekasi areas.

Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid ensured that building owners will receive compensation in accordance with the appraisal value as long as they have legal rights.

The plan is that the replacement of the loss money will use the budget from the regional government (Pemda).

"If there is a building and the rights base must be taken care of. Definition must be taken care of, there must be land acquisition and compensation in accordance with appraisal," Nusron said at a press conference at the PU Ministry office, Jakarta, Monday, March 17.

Based on temporary data held by the Ministry of ATR/BPN, there are 124 plots of land and buildings along the Bekasi River which have rights bases. Nusron said the number could still increase along with further data collection.

As for buildings that do not have a right basis, the government will control it with a humane approach.

"If there is a building but there is no basis for its rights, later we will arrange it with a very humane approach, of course with a spiritual chest," he said.

According to Nusron, land in the border and river bodies that do not yet have a right will be certified as state land and given to the authorities.

He explained that river authorities such as the Directorate General of Water Resources at the Ministry of Public Works, the River Basin Center (BBWS), Perum Jasa Tirta and PSDA will be holders of management rights (HPL) according to their authority.

The move aims to prevent future occupation. With ownership and clear rights, the public can no longer claim or certify state land in the body or river border.

"If one day someone else occupies the place, they will no longer be able to certify and occupy the land, because there is already a owner and there is a right," concluded Nusron.
