JAKARTA - The Ministry of Finance's National Single Window (LNSW) has shortened the loading and unloading time of goods (dwelling time) in the logistics sector with a digital-based system.
Dwelling time refers to the time it takes from the time the goods arrive at the port (either by ship or other means of transportation) until the goods leave the port after going through various processes such as loading and unloading, customs inspection, and document processing.
"In the past, the dwelling time rate was quite high, it could be up to 7 days. With good management from ministries/agencies (K/L), for 2023 the figure was 2.6 days," said Head of LNSW Oza Olavia as reported by ANTARA, Friday, December 6.
Meanwhile, the achievement of dwelling time during the period January to October 2024 is 2.85 days. This achievement meets the national boarding time target of 2.9 days.
Oza emphasized that dwelling time plays an important role considering the loading and unloading duration of containers that are too long, has the potential to increase logistics costs.

Among the services developed by LNSW to support the arrangement of the national logistics ecosystem are Delivery Order Online, Container Delivery Letter (SP2) Online, Single Submission (SSm) Quarantine Customs, SSm Transport, and SSm Licensing.
The national logistics ecosystem (NLE), which continues to be developed in accordance with the mandate of Presidential Instruction Number 5 of 2020 concerning the Arrangement of the National Logistics Ecosystem, has now been implemented at 52 ports and 7 airports.
The distribution of ports and airports that have implemented the program has covered almost 100 percent of the national import export document.
Based on the results of a survey by the independent team from Prospera in 2023 to get an overview of the effectiveness of NLE, the time efficiency of implementing DO Online reached 40.3 percent and the cost efficiency reached 25.7 percent.
Furthermore, the time efficiency of the implementation of SP2 Online reached 47 percent while the cost efficiency was 32.4 percent.
For the implementation of SSm Quarantine Customs, the time efficiency reaches 73.4 percent and the cost efficiency is 46.1 percent. For SSm Transporters, the resulting time efficiency reaches 21.6 percent and cost efficiency is 45 percent.
