In addition to following these provisions, prospective applicants who want to get refunds also need to attach a mobile phone number, full name, proof of payment, the remaining current quota and canceled invoice number.

"Only in the 'digitalized' era, if you want to buy a stamp, you have to queue, out of stock, the store is closed for repairs, the goods have not been taken, that's how you are offered a refund but not 100 percent even though it's not our fault," he wrote.
