Bahlil And Commission VII DPR RI Agree On RPP National Energy Policy

JAKARTA - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia and all factions in Commission VII of the Indonesian House of Representatives (DPR) approved the Draft Government Regulation on National Energy Policy (RPP KEN) as a substitute for Government Regulation Number 79 of 2014 concerning National Energy Policy.

The RPP KEN was then processed by the Minister of Energy and Mineral Resources as the Daily Chair of the National Energy Council (DEN) in accordance with the provisions of the applicable laws and regulations.

Shortly before the submission of the approval of the factions, the daily chairman of the DEN revealed the contents and changes of the RPP KEN that have been approved by the Government and Commission VII of the DPR RI.

"The RPP of the National Energy Policy includes, one addition of Chapters from 6 Chapters to 7 Chapters, adding Articles from 33 Articles to 93 (one Fixed Article, 39 Articles changed substantively, 4 Articles changed non-substantively, and 49 Articles Adding New Articles)," said Bahlil, starting the Commission VII Working Meeting of the DPR RI with the Ministry of Energy and Mineral Resources quoted on Friday, September 6.

Bahlil explained that the basis for the preparation of the RPP KEN includes significant strategic environmental changes both nationally and globally, the target of economic growth to become a developed country by 2045, the rapid development of energy technology and diversity of the EBT type, and the largest contribution of the energy sector in fulfilling the national commitment to reduce emissions of GRK and net zero emissions (NZE) in 2060.

Bahlil revealed that the results of the implementation of the focus group discussion (FGD) on the follow-up of the RPP KEN with Commission VII of the DPR RI on August 29, 2024 and the Hearing Meeting on September 5, 2024, have produced all the substance of the views of the eight factions of Commission VII DPR RI, in principle it has been accommodated in the substance of the RPP KEN arrangement.

"24 articles have received input and joint decisions, consisting of 13 articles that have changed and 11 articles remain," he said.

Furthermore, the leadership of Commission VII DPR RI Eddy Soeparno reminded, in accordance with Law Number 30 of 2007 concerning Energy, especially article 11 paragraph 2 it is stated that the national energy policy is set by the government with the approval of the DPR.

"The underlying thing is that the government proposes RPP KEN as a replacement for Government Regulation Number 79 of 2014, including that the target in PP KEN is not achieved, such as the realization of primary energy supply until 2022 which is still below the projected figure of KEN and the realization of the achievement of the primary energy program," explained Eddy.

Eddy explained that the failure to achieve this target was partly due to economic growth of 5 percent in 2019 and the COVID-19 pandemic.

In addition, PP KEN needs to be adjusted to various regulatory policies and developments of new energy and renewable energy technology that are growing today, including the energy transition policy that has net zero emissions, the use of Nabati Fuel (BBN), the use of low-carbon technology, the adjustment of threats to the issue of climate change which is linked to Indonesia's nationally determined contributions (NDE) target in an effort to reduce greenhouse gas emissions, especially in the energy sector.
