BPH Migas Checks Gresik SEZ Facilities And Facilities

JAKARTA - The Downstream Oil and Gas Regulatory Agency (BPH Migas) checks the facilities and facilities for the transmission of the PT Berkah Kawasan Manyar Sejahtera (BKMS) Metering Station (MRS), which will flow the Java Integrated Industrial Port and Estate Gresik (KEK JIIPE Gresik) Special Economic Zone, East Java.

The visit by BPH Migas was to see the readiness of business entities in providing natural gas through pipes.

Member of the BPH Migas Committee Wahyudi Anas in his statement, in Jakarta, Saturday, said that the use and distribution of natural gas by BKMS is the key to the sustainability of consumer businesses in the JIIPE Gresik SEZ area.

"This is a series of licensing processes in order to support the provision of natural gas to all consumers in this area (SEZ JIIPE Gresik)," he said in Gresik, East Java, Thursday (1/8).

Wahyudi revealed that BPH Migas supports BKMS in providing natural gas, which is the backbone of the energy transition period.

"We in determining tariffs always pay attention to the principles of accountability, fairness, justice, and transparency in order to provide understanding to all stakeholders," he also said.

In addition, Wahyudi also emphasized that BKMS has provided integrated transportation facilities from the receiving meter station to the delivery point meter station to consumers.

"All meter station facilities have been integrated, such as a control room that is equipped with a Supervisory Control and Data Acquisition (SCADA) System. The BKMS transportation pipeline facility has also supplied natural gas for PT Freeport Indonesia's copper concentrate refining facility and gas power plants in the JIIPE area to provide sustainable electricity supply," he said again.

Member of the BPH Migas Committee Yapit Sapta Putra emphasized the importance of the readiness of BKMS facilities and facilities, before starting the distribution of natural gas to consumers in the JIIPE Gresik SEZ area.

"During this field visit, we review the assets included in the capital expenditure (capex) and will be one of the factors in calculating and determining the initials of the tariff," he said.

In its implementation, Yapit also hopes that there will be additional consumers who will use natural gas for the transmission section of the BKMS.

After obtaining special rights for transporting natural gas through pipes from BPH Migas and temporary business licenses for transportation from the Directorate General of Oil and Gas of the Ministry of Energy and Mineral Resources, BKMS as subholding of PT AKR Corporindo Tbk will carry out compliance with transportation rates referring to the regulations issued.

In accordance with the Decree of the Head of BPH Migas Number 30 of 2024 concerning Guidelines for the Implementation of Procedures for Calculation and Determination of Natural Gas Transport Tariffs Through Pipes, in setting tariffs for natural gas transportation through pipes, BPH Migas uses a calculation method based on cost of service (the cost of transportation activities issued by transporters and a reasonable advantage of facility investment) divided by the volume of natural gas flowing. President Director of BKMS Bambang Setiono said that his party would continue to coordinate with BPH Migas and all stakeholders so that natural gas sources, which flow to the JIIPE Gresik SEZ, have been named the Best Industrial SEZ of the Coordinating Ministry for Economic Affairs in July 2024, become the main consumer energy in the region.

"This gas pipe is a form of our commitment to consumers, so we really need the support and escort of BPH Migas in the development of the Gresik SEZ, especially the development of natural gas pipelines in it," he said.

Director of AKR Mery Sofi also asked for support from BPH Migas so that the process of distributing natural gas in the area, which is expected to be an example of an integrated modern and green area, can run well.

"We will immediately clarify all the determining factors for determining the initials of the tariff so that the process can be completed before August ends," he also said.
