Meeting At The DPR, BKN Calls It Will Be A Feasibility Test Of 40,000 ASN To Move To IKN

JAKARTA - The State Civil Service Agency (BKN) has received a mandate to map and assess the competence and potential of the State Civil Apparatus (ASN) which will be placed in the capital city of the archipelago (IKN).

Acting Head of BKN Haryomo Dwi Putranto said the task was one of the four priority programs mandated to BKN. He revealed that his party was assigned to map and assess the competence and potential of ASN to 60,000 ASN with a budget ceiling of Rp. 5.5 billion.

"The target consists of 40,000 central agency ASNs who will be transferred to IKN and 20,000 ASN from IKN supporting agencies," said Haryomo at a Working Meeting (Raker) with Commission II of the DPR RI in Jakarta, Wednesday, June 12.

"As of May 31, 2024, mapping and assessment of competence have been carried out. There is a potential for 14,954 ASN," he added.

The next priority program is that BKN is assigned to prepare competency assessment standards and ASN potential with a target of one Norma, Standard, Procedure and Criteria or NSPK with a ceiling of IDR 2 billion.

"As of May 31, 2024, the output achievement program is 20 percent," he said.

Program ketiga adalah menyusun rekomendasi kebijakan sistem pengajian ASN pada instansi pemerintah dengan target satu rekomendasi kebijakan dengan pagu anggaran sebesar Rp1 miliar.

The fourth or last priority program is that ASN data services are integrated with the target of one service. For this program, BKN allocates a budget of IDR 2.5 billion.

Previously, the Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPAN-RB) Abdullah Azwar Anas said that ASN who moved to IKN in the early stages would receive a package-shaped allowance called 'Pionir Allowance'.

Anas said, there will be three costs borne by the government, namely the cost of packing, the cost of waiting and transportation costs. He detailed the components that get dependent rights in the process of transferring them.

"Later, the transfer, packaging of goods, transportation and so on will be assisted," Anas said at a press conference on the 'Skema for the Transfer of ASN to the Capital City of the Archipelago (IKN)' at the Kominfo office, Jakarta, Wednesday, April 17.

"One ASN, packaging costs, then ASN couples, waiting fees. Then, there is a household assistant (ART) that costs transportation and so on," he continued.

Even so, Anas has not been able to specify how much is the nominal. The matters related to the details of the Pionir Allowance budget will still be discussed further in a limited meeting (ratas) with the Minister of Finance (Menkeu) Sri Mulyani Indrawati.
