Minister Suharso: SIPP Plays A Role In Monitoring The Acceleration Of Papuan Development

JAKARTA - Minister of National Development Planning/Head of the National Development Planning Agency (PPN/Bappenas) Suharso Monoarfa stated that the Papua Development Acceleration Information System (SIPP) will play an important role in monitoring the development of the acceleration of Papua's development.

"SIPP will play an important role in monitoring the development of the acceleration of Papua's development. Starting from the planning, budgeting, implementation, to monitoring, evaluation, and control stages," he said as quoted by ANTARA, Friday, June 7.

This information system carries the principles of synergy in planning and budgeting, as well as synergies of various sources of funding.

In particular, SIPP is directed to be used to support development planning by the central and regional governments, align development planning at the central and regional levels, review the central government on regional planning, monitoring, control, reporting, and evaluation of development plan implementation.

The SIPPP developed by Bappenas, Ministry of Finance, Ministry of Home Affairs, and Secretariat of the Vice President was presented in order to support the 2022-2024 RIPPP.

This means that SIPP is an integrated information system platform within the framework of RIPPP which is connected to other information systems with the principle of sharing using data/interoperability.

Furthermore, the preparation of the 2022-2041 RIPPP is mandated by Law (UU) Number 2 of 2021 concerning the second amendment to Law Number 21 of 2001 concerning special autonomy for Papua Province.

This master plan was prepared with ministries/agencies, local governments (Pemda), and Papuan community leaders as a form of integrated planning between sectors and regions by prioritizing good financial management principles. Currently, the RIPPP has been designated as Presidential Regulation (Perpres) Number 24 of 2023.

Untuk itu, kegiatan peluncuran hari ini, peluncuran RIPP tahun 2022-2041, dan SIPPP, merupakan tahapan penting pembangunan Papua. Dengan peluncurnya dokumen tersebut, kami dapat memperkenalkan kepada seluruh pelaku pembangunan, termasuk masyarakat luas, tentang arah pembangunan jangka panjang di wilayah yang kita cinta ini, wilayah Papua, kata Kepala Bappenas.

He also hopes that this launch can be an important moment in encouraging synchronization and harmonization of planning and budgeting, as well as collaboration between the central government, local governments, as well as other development actors to accelerate development in the Papua region.

In maintaining the synergy between development planning documents, various policies in RIPPP have been aligned with the 2025-2045 National Long-Term Development Plan (RAPJPN) Final Plan.

In addition, Presidential Decree Number 24 of 2023 is also said to mandate that the RIPPP for 2022-2041 must be explained into the Papua Regional Action Plan (RAD) for the period 2025-2029 which is harmonized with the 2025-2029 National Medium-Term Development Plan (RPJMN) period.

The action plan document for the 2025-2029 period was prepared with ministries, local governments, Papuan community leaders, and other development actors which will contain priority programs and activities that answer the root of development problems in Papua. This action plan emphasizes synchronization of central, regional planning, and other development actors as well as integration between sources of funding.

"This aims to increase the integration of quality and effective planning and budgeting in the context of achieving regional development targets," concluded Suharso.
