JAKARTA - The government through the Ministry of Finance (Kemenkeu) will soon release a regulation in the form of a Minister of Finance Regulation (PMK) which will regulate the collection of copper exports.

Head of the Fiscal Policy Agency (BKF) of the Ministry of Finance Febrio Nathan Kacaribu said the rules in the form of PMK are still in the finalization process and will soon be promulgated.

"If I'm not mistaken about the finalization process to be promulgated, I've seen earlier," said Febrio to the media crew, Wednesday, June 5.

In addition, Febrio said that his party was conducting consultations with other countries regarding its implementation.

"So it is still a consul process with other countries as well," he said.

However, Febrio was reluctant to divulge the amount of the levy tariff. However, he can only make sure that these provisions are to support downstream policy programs.

"We support the Regulation of the Minister of Energy and Mineral Resources and the Regulation of the Minister of Trade which has already left and that is a continuation of the policy that we encourage for downstreaming," he explained.

Previously, the government provided additional export time for concentrate and anoda mud to business entities that had entered the commissioning stage in the construction of purification facilities.

The extension of the export time of concentrate and anoda mud is given until December 31, 2024. The regulation is contained in the Regulation of the Minister of Energy and Mineral Resources (Permen ESDM) Number 6 of 2024 which was promulgated on May 30, 2024.

"This rule provides an opportunity for business entities that have entered the commissioning stage in the construction of purification facilities or smelters to export anoda mud and concentrate on processing results, until December 31, 2024," said Head of the Communications, Public Information Service, and Cooperation (KLIK) Ministry of Energy and Mineral Resources Agus Cahyono Adi quoted on Saturday, June 1.

Agus said that the extension of the concentrat export time was in accordance with the direction of President Joko Widodo, who took into account the continuity of production and achievement of downstream industry so that it could contribute to economic growth.

"The granting of a concentrat export extension is needed to ensure the final completion of the construction of a purification facility to optimally produce. With a note, the extension of concentrat exports this time is accompanied by the imposition of export levies," he added.

The scope of this Ministerial Regulation regulates the opportunity to sell abroad metal minerals from processing, including copper, iron, lead, and zinc concentrates, as well as anode mud. This export extension is also in line with the completion of the construction of a domestic metal mineral refining facility which is being carried out by the Mining Business License holder (IUP) and Special Mining Business Permit (IUPK).

Parallel, with the completion of this Ministerial Regulation, is also supported by policies related to export trading procedures and the imposition of duties on concentrat metal minerals that will be sold.

"The granting of a concentrat export extension is needed to ensure the final completion of the construction of a purification facility to optimally produce. With a note, the extension of concentrat exports this time is accompanied by the imposition of export levies," he added.
