The Ministry of Industry (Kemenperin) has completed a number of technical regulations to immediately support the import regulation policy in the Minister of Trade Regulation (Permendag) Number 3 of 2024 concerning Amendments to the Regulation of the Minister of Trade Number 36 of 2023 concerning Import Policies and Regulations.

However, the Ministry of Industry regrets that this has still received a lot of negative sentiment from some parties because it is not in line with their wishes.

Responding to this, Director of the Upstream Chemical Industry (Director of IKHU) Wiwik Pudjiastuti said that in policy formulation, the government conducts problem analysis and seeks technology solutions so that the resulting policies can have a positive impact.

"We understand that the implementation of a policy is not necessarily able to satisfy all parties. However, the government continues to strive and does not remain silent in responding to the issue of regulating this import trade system, including the issue of trading and importing plastic raw materials," Wiwik said in a written statement received by VOI, Thursday, April 25.

Previously, in the Regulation of the Minister of Trade (Permendag) Number 36 of 2023, the commodity of plastic raw materials such as Poliethylene (PE) and Polipropylene (PP) was regulated by 12 tariff posts and required technical considerations from the Ministry of Industry.

Meanwhile, based on Permendag Number 3 of 2024 which is currently in effect, the regulation of imports of plastic raw materials returns to the initial arrangement.

The regulation only regulates one tariff post, without technical consideration from the Ministry of Industry and its supervision is post-border. However, there are still those who think that PE and PP imports still require technical considerations from the Ministry of Industry.

This is because of the Regulation of the Minister of Industry (Permenperin) Number 8 of 2024 concerning Procedures for Issuing Technical Considerations and Recommendations for Imports of Certain Upstream Chemical Industry Commodities which include the regulation of commodity raw materials, published before Permendag 3/2024.

In fact, in reality, the current regulation of imports of PE and PP does not require technical considerations from the Ministry of Industry because it refers to Permendag Number 3 of 2024 concerning Amendments to Permendag Number 36 of 2023.

"This policy was taken taking into account the readiness of several tariff posts whose supplies are still not fully available by domestic producers. The Ministry of Industry hopes that this will straighten out issues that increase public trust, one of which states that the commodity of plastic raw materials is regulated by imports," he added.
