Jokowi Targets 16 Trans-Sumatra Toll Roads To Be Completed By The End Of This Year

JAKARTA - President Joko Widodo (Jokowi) officially signed a new regulation regarding the big plan of the Trans Sumatra Toll Road Network (JTTS). This is stated in Presidential Regulation (Perpres) Number 42 of 2024 concerning the Third Amendment to Presidential Regulation number 100 of 2014 concerning the Acceleration of Toll Road Development in Sumatra.

The regulation was signed by Jokowi on March 25, 2024. The regulation states that there are about 24 toll roads that will be included in the JTTS.

PT Hutama Karya was given a mandate to carry out business on the 24 toll roads. It was also stated that there was one additional section, namely the Palembang-Betung Toll Road which is part of the Kayu Agung-Palembang-Betung Toll Road which was also mandated to the state-owned company.

"Entrepreneurship of 24 (twenty-four) toll roads as referred to in paragraph 1 and Palembang-Betung Toll Road (part of the Kayu Agung-Palembang-Betung Toll Road section) as referred to in paragraph 2, is carried out through an assignment by the government to PT Hutama Karya (Persero) in accordance with the provisions of the legislation," wrote article 2 paragraph 3 in the regulation, quoted Tuesday, April 2.

Entrepreneurship assigned to Hutama Karya includes funding, technical planning, construction implementation, operation, and/or preservation.

In order to support the assignment and improve the financial feasibility of toll road entrepreneurship, PT Hutama Karya (Persero) is also allowed to develop areas outside of toll roads along toll road corridors in Sumatra.

Regional development must be carried out in accordance with the spatial plan. Development can also be done through cooperation with other business entities by taking into account the financial capacity of PT Hutama Karya.

As for the total 24 toll roads that are included in the mega project, it is targeted to be completed in 4 stages. Of the total existing toll roads, around 16 of them are targeted to be completed by the end of 2024. To be precise, as many as 14 toll roads are in phase I development and two are in phase II.

"The operation of the Phase I toll road as referred to in paragraph (1) and the Betung Toll Road (Sp. Sekayu)-Tempino-Jambi and the Pekanbaru-Bypass Pekanbaru Toll Road (part of the Rengat-Pekanbaru Toll Road section) in Phase II as referred to in paragraph (2) letter a and letter c is carried out no later than December 2024," the regulation reads.

The following is a list of toll roads included in the mega project. The details are listed in article 2a of Presidential Decree Number 42 of 2024:

Phase I:

a. Medan-Binjai Toll Road; b. Palembang-Simpang Indralaya Toll Road; c. Pekanbaru-Dumai Toll Road section;d. Bakauheni-Terbanggi Besar Toll Road section;e. Terbanggi Besar-Pematang Panggang Toll Road;f. Pematang Panggang-Kayu Agung Toll Road;g. Kisaran-Indrapura Toll Road;h. Kuala Tanjung-Indrapura-Tebing Tinggi-Pematang Siantar Toll Road section (part of the Kuala Tanjung-lndrapura-Tebing Tinggi-Parapat Toll Road);i. a. Dumai-Sp. Sigambal-Rantau Prapat; b. Rantau Prapat-Kisaran Toll Road; c. Langsa-Lhokseumawe Toll Road;d. Lhokseumawe-Sigli Toll Road section.

Phase IV:

a. Prabumulih-Muara Enim Toll Road (part of the Simpang Indralaya-Muara Enim Toll Road); b. Muara Enim-Lahat-Lubuk Linggau Toll Road; c. Lubuk Linggau-Taba Penjung Toll Road (part of the Lubuk Linggau-Curup-Bengkulu Toll Road);d. Pematang Siantar-Paarapat Toll Road (part of the Kuala Tanjung-Indrapura-Tebing Tinggi-Parapat Toll Road);e. Parapat-Tarutung-Sibolga Toll Road;f. Yellow Ampar-Muka Toll Road- Hang Nadim Airport.
