Social Perlinsos Reform Expected To Reduce Poverty Rate

JAKARTA - The Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) hopes that all the results of social protection reforms (perlinsos) can reduce poverty levels in Indonesia.

Deputy for Population and Manpower of VAT/Bappenas Maliki said, in order to support the focus of development, the government has also reformed the social protection system.

"In this case, we continue to strive to strengthen the legal aspect. This has also been mandated by the president, then it has also been stated in the RKP (Government Work Plan), both in 2021, namely the government's work plan as stipulated in the Presidential Regulation, RKP 2022 and RKP 2023," he said, quoting Antara.

Furthermore, he said that there were a number of reforms that the government had carried out as prerequisites for social transformation as stated in the 2045 Golden Indonesia Vision.

The first is the transformation of data that carries out convergence and integration of the management of extreme poverty data sources so that the social welfare program can be given on target.

So, data so far is relatively still very large, and we actually have quite rich data assets. However, in this case, we are working together to be able to consistency with all these data collections, so that at least the data can have the same information, accurate, and can be up-to-date and consistent especially," he said.

The second is the development of a more adaptive social welfare scheme because Indonesia is very vulnerable to disasters, especially due to climate change.

In fact, disasters such as climate change are said to continue to occur which will rapidly change a person's fate. Therefore, all Indonesians must be protected and adapt to various changes that occur, both disasters such as climate change and the pandemic, through an adaptive social welfare scheme.

Third, the government is also declared to have implemented and perfected the non-cash social assistance distribution program (bansos).

Several steps to improve are carried out, namely digitizing social assistance to ensure that recipients are right on target in order to empower the community. Then, innovation in financing schemes such as collaborations that have been carried out between Bappenas and the National Amil Zakat Agency (Baznas) to synergize various aids, especially from religious philanthropy, so as to have a better impact on the Indonesian population.

One of the next efforts to reform social welfare is the integration of planning, programs, and budgeting for ministries/agencies related to extreme poverty at the central and regional levels, including regular monitoring and evaluation to see the effectiveness of program implementation.

"With the new paradigm of development carried in the vision of Indonesia Gold 2045, efforts to achieve poverty targets are close to 0 percent, becoming an integral part of the agenda and social transformation mission towards Indonesia's transformation. The three main development directions in this social transformation agenda have been set in one breath of development, namely health for all, then quality education, as well as adaptive social protection," said Maliki.
