Regarding The THR Of Ojol And Couriers, The Ministry Of Manpower: Can't Be In The Form Of Money

The Ministry of Manpower (Kemnaker) revealed that the Eid al-Fitr holiday allowance (THR) for online motorcycle taxi drivers or drivers (ojol) or logistics couriers is not always in the form of money such as state civil servants (ASN).

The Director General of Industrial Relations and Employment Social Security (PHI-JSK) of the Ministry of Manpower, Indah Anggoro Putri, said that THR can be in the form of incentives and convenience for ojol and couriers. For example, motorbike service or free cars, as well as basic necessities.

Furthermore, Indah also said that the THR could also be given in the form of points that could be exchanged by ojol drivers into money.

"The form is not integer for monthly money to be received, for example, a motorbike service or a free car. Then the second is for food delivery, for example at critical hours to breaking the fast, there are more points that if converted in more money. The company also provides a lot of Eid hampers, both basic necessities, cookies and so on," he said in a working meeting with Commission IX of the DPR, at the DPR Building, Jakarta, Tuesday, March 26.

Indah admitted that it was a challenge in conveying the form of THR that could be obtained to ojol drivers and couriers.

"What is a challenge is to provide education to digital platform workers that THR is not in the form of round money such as workers and ASN. It can be in the form of money, in the form of easy incentives, as well as the form of goods," he explained.

On the other hand, Indah also said that giving THR to ojol or courier drivers is not an obligation that must be fulfilled by application companies.

"What we provide an explanation is as follows, first, the appeal is not mandatory," he said.

Previously it was reported, the Ministry of Manpower asked online transportation companies (ojol) to provide Eid Al-Fitr 2024 allowances (THR) to their drivers. This includes logistics companies to provide THR for their couriers.

This refers to the Minister of Manpower Circular Number M / 2 / HK.04 / III / 2024 concerning the Implementation of the 2024 Religious Holiday Allowances for Workers / Laborers in Companies.

Director General of Industrial Relations and Employment Social Security (PHI-JSK) Indah Anggoro Putri said that although the work relationship is a partnership, ojol and logistics courier remain in the category of Certain Time Workers (PKWT).

"We have established communication with directors, management, ojol, or workers who work with digital platforms, including logistics couriers to pay THR as covered by this Religious THR SE," he said at the Ministry of Manpower Office, Jakarta, written Tuesday, March 19.

Regarding the 2024 Religious THR SE, said Putri, the Ministry of Manpower will streamline the information both from print and online media, as well as through Mediators of Industrial Relations, Manpower Supervisors, and Heads of Manpower Offices throughout Indonesia.

"We have informed you to provide guidance, encouragement as well as explanations regarding the implementation of the 2024 Religious THR payment so that it is on time," he said.
