The Directorate General of Taxes (DGT) of the Ministry of Finance (Kemenkeu) has realized a budget of Rp34.34 billion or 73.57 percent of the ceiling of Rp46.68 billion for the core tax administration system (PSIP) or the Core Tax Administration System (CTAS) until the end of 2023.

"In 2023, a series of testing activities (testing) will be carried out and will continue in 2024," wrote the DGT in the 2023 DGT Performance Report, Monday, March 4, 2024.

The DGT explained that the realization consisted of payment of contact vendor System Integrators amounting to Rp2.33 billion, as well as payment of the Owner's Agent-Project Management and Quality Assurance contract of Rp 29.07 billion. Furthermore, the payment of the Owner's Agent- Change Management consultant contract amounted to Rp2.93 billion.

In the report, DGT explained that in accordance with Project Plan v.4.3, the focus of activities in 2023 is the stage of testing.

Meanwhile, testing carried out in 2023 includes nine activities, including a system integration testing cycle 1, functional verification testing cycle 1, internal functional verification testing, and non-functional testing, system testing, security test, scalability test, performance test, and availability test.

"Every test activity is planned to ensure that the system functions properly and meets the quality standards set out in the project," he said.

Meanwhile, in the implementation of the tests carried out, there are still defects found, so it is necessary to carry out defect resolution and retesting activities. This process involves identification, repair, and retesting of defects or bugs detected during previous testing.

"The goal is to ensure that each defect has been fixed by meeting the quality standards set before the system is declared ready for implementation or further stages in the software development cycle," the report said.

In 2024, the DGT plans to complete testing and defloyment activities. Testing consists of a functional and integration test; non-functional test; and user acceptance test. While the deployment includes operational acceptance test; initial deployment; and national deployment.

In addition, the completion of these activities marks the final stage of the testing process and implementation of the coretax system project. Functional and integration test, non-functional test, and user acceptance test are test stages carried out before the overall implementation of the system.

Meanwhile, operational acceptance tests, initial deployments, and national deployments cover the stages of implementation and launch of the system into the production environment or final users. Each stage is designed to ensure the system operates properly and meets user requirements and expectations.

For information, the implementation of Core Tax is planned to start on July 1, 2024 by integrating 21 major DGT business processes, such as registration, SPT management to supervision and inspection.
