JAKARTA - Starting July 1, 2026, all umrah and special hajj pilgrims who depart and return through Soekarno-Hatta International Airport must use the 2F Special Hajj and Umrah Terminal. This new rule applies to direct flights and those in transit through third countries.

The policy was set by the Ministry of Hajj and Umrah as part of the optimization of Terminal 2F which was inaugurated by the President in May 2025, as well as following up on the technical provisions of the Ministry of Transportation.

Director General of Haji and Umrah Implementation, Puji Raharjo, said all Umrah Travel Organizers (PPIU) and Special Hajj Organizers (PIHK) are required to adjust their operations to the rules.

"Starting July 1, 2026, all umrah and special hajj pilgrims who depart and return through Soekarno-Hatta Airport must pass through Terminal 2F. This circular letter is a guideline so that the process of operational relocation runs orderly," said Puji in Jakarta, Friday (26/6).

According to Puji, the centralization of services at Terminal 2F aims to improve service quality while strengthening protection for pilgrims. All customs, immigration, and quarantine (CIQ) inspection processes, including baggage collection and distribution of zamzam water, will be carried out in one terminal.

The ministry also asked all PPIU and PIHK to regulate the arrival of pilgrims more disciplined. Pilgrims are required to be at Terminal 2F no later than four hours before the departure schedule.

In addition, all pilgrims are asked to wear official travel attributes, such as uniforms, identity cards, and slayer, and ensure that luggage bags include the identity of their respective travel agencies. This step is taken to facilitate the identification and mobilization process at the airport.

However, the Ministry of Hajj and Umrah opened the possibility of using other terminals if there were harsh conditions, operational disruptions, or changes in policy from the relevant authorities.

The provisions are expected to improve the order of service while making the departure and return process of umrah and special hajj pilgrims run more smoothly.
