Inaugurated, KKP Ensures Modern Biak Fisherman Village Has Assistance To Supervision

JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) has inaugurated a modern fishing village in Biak Numfor, Papua, at the end of November 2023. Assistance, supervision to cooperative management continues to ensure the continuation of the modern fishing village.

Secretary of the Directorate General of Capture Fisheries Trian Yunanda said that fishing villages are currently synonymous with poverty, limited facilities and infrastructure, limited access, slums and so on.

To create an orderly, clean, healthy, and able to increase the productivity of fishermen's lives and their families, it is necessary to organize, provide, and/or repair facilities, and public infrastructure in fishing communities.

Thus, becoming a developed fishing village as written in the Regulation of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 34 of 2022.

Along with developments, Trian said, developed fishing villages have transformed into modern fishing villages so that they can easily adapt to the needs that are developing rapidly today.

Modern Fishing Village is a program that transforms the living space and the social space of fishermen to be better and develops with all its dimensions through infrastructure development and increasing community capacity through social engineering.

"The government is present through modern fishing villages with various interventions, hopefully it can increase fishermen's productivity and income, as well as the welfare of fishery households," Trian said in a written statement, Thursday, December 7.

Trian said, in order to ensure that the operation of modern fishing villages continues to be sustainable and in accordance with what is expected, his party carried out various social engineering, including capacity building, cooperatives, entrepreneurship and certification, as well as standardization and licensing.

"The evaluation of the impact measurements will continue to be carried out in order to enter the national and global supply chains," he said.

The interventions carried out by the government in the modern fishing village in Biak, namely allocating a budget of IDR 22.11 billion which is used for the construction of basic fishery production facilities in the form of docks & boat mooring, access roads and regional roads.

Then, clean water installations, IPAL and MCK, lighting, substations, landing shelters, concrete sheet piles and pedestrians.

Then, the construction of fishery business facilities in the form of management cooperative offices, 3 tonnes of portable ice factories, 10 tonnes of portable frozen warehouses, ship repair facilities (dock shipyard), culinary centers, inventory kiosks, fishing workshops, 4-wheeled cooled vehicles.

Furthermore, for the assistance of fishing facilities, 20 fishing vessels and machines were provided, 5 units of Yamaha 15 PK engines, 51 units of rollnet monofilaments of API, 228 units of API handline, and 120 units of coolbox.

On the same occasion, Head of the Center for Marine and Fisheries Socio-Economic Research, A. Rita Tisiana, said that the KKP also provides capacity building and productivity of fishery businesses by facilitating institutions and businesses, to technical guidance on the certification of fishermen's skills.

Rita menyebutkan, dengan intervensi yang diberikan pemerintah, pendapatan masyarakat kampung yang saat ini hanya Rp1,4 miliar per tahun akan meningkat menjadi Rp14,89 miliar.

"But it all depends on the community, 'can they optimize the aid?' we will continue to provide assistance," he said.

Meanwhile, Director of logistics at the Directorate General of Marine and Fishery Resources Supervision (PSDKP) Berny Achmad Subki said, in order to support the ongoing modeling of modern fishing villages, a processing system is needed from upstream to downstream. Such as, before production, production, post-production, as well as processing and marketing that must be carried out in order to realize welfare in accordance with the resources of economic activity is located.

"The fish processing center area is one of the downstream processes to support the modeling of modern fishing villages," he said.

As for those built in the fish processing center, Berny continued, namely modeling houses that are hygienic and can be done throughout the season, quality control is carried out both in an organizational, chemical, and microbiological manner for products on a regular basis, in reality diversification and innovation of fish packaging that meet quality standards and markets both bulk and retail.

Next is the availability of a portable frozen warehouse for chilling temperatures as a place to store anchovy stock when production is abundant, and the construction of culinary centers to support market access and the development of fish-based culinary.

"The availability of vehicles that are efficient for the distribution of fish hygienically and the formation of cooperatives that are managed professionally are also important factors to maintain the downstreaming of modern fishing villages," he added.
