JAKARTA - The Downstream Oil and Gas Regulatory Agency (BPH Migas) continues to ensure that the distribution of subsidized fuel oil (BBM) is carried out on target throughout the country, because these commodities get the state budget.

Member of the BPH Migas Committee, Abdul Halim, said that the cooperation of all parties is needed so that the distribution of subsidized fuel is controlled, while preventing fraud and abuse.

According to him, the tasks and functions of BPH Migas, especially related to the regulation and supervision of the distribution of subsidized fuel and compensation fuel, aim to distribute the fuel properly.

There are two concepts of fuel regulation and supervision carried out by BPH Migas, namely for subsidized fuel such as Solar and kerosene (certain types of fuel/JBT) and compensation fuel, namely Pertalite (specific fuel type of assignment/JBKP), both of which get a state budget.

"We explain this so that our understanding is the same, one perception of which one is subsidy and which one is compensated, and how we from BPH Migas make arrangements and supervision, so that the distribution of JBT and JBKP is right on target," Halim explained as quoted by ANTARA, Wednesday, November 30.

The dialogue activity, which aims to make the distribution of subsidized fuel on target, was attended by members of the BPH Migas Committee Iwan Prasetya Adhi, members of Commission VII DPR RI Bambang Patijaya, Central Bangka Regent Algafry Rahman, related agencies, and business entities.

Halim explained, BPH Migas Regulation Number 2 of 2023 concerning Issuance of Recommended Letters for the Purchase of JBT and JBKP aims to make the segmentation more appropriate.

"So, our brothers and sisters who work in agriculture, fishermen, MSMEs, and public services such as C-type hospitals, get easier access to subsidized fuel and compensation fuel with recommendation letters. Later, this access will be integrated between the registrant letters, BPH Migas, and the assignment business entity. Distribution and supervision will use the IT system. If using IT, misuse of recommendation letters, it will be detected, so that we can make preventive efforts against the potential and modes of misuse of subsidized fuel, "explained Halim.

BPH Migas expressed his gratitude with the support of the Central Bangka Regency Government for distributing subsidized fuel on target and continuing to work together so that the fuel quota can meet the needs of the community.

"God willing, with the control we are doing, the quota for subsidized fuel is sufficient. We are trying our best to make subsidized fuel always available to people who are entitled to receive it," said Halim.

Meanwhile, member of the BPH Migas Committee Iwan Prasetya Adhi asked Hiswana Migas to provide education and firmly reprimand gas operators, who were involved in the misuse of subsidized fuel.

"If the operator is indeed wrong, this operator should be the one who has to bear the consequences of the misuse of subsidized fuel," he said.

He also asked operators to report to related parties, including BPH Migas, if a QR code was found.

"On average, these fuel drivers use one vehicle, but have several QR codes. Operators should report if they find this and later we will block the QR code numbers, because this is clearly abuse. One vehicle, one QR code, no one vehicle, but has ten QR codes," he said.

Member of Commission VII DPR Bambang Patijaya emphasized that subsidized fuel is a special concern for his commission and wants to ensure that the distribution is right on target.

Regarding public complaints such as farmers and fishermen, as well as public transportation, who have problems getting subsidized fuel, he hopes that this problem can be resolved immediately.

"The Regent conveyed the problems found in the field and this is our homework together, how to find solutions so that services to the community can be carried out properly, on target, and there is no leakage in the distribution," said Bambang.

Meanwhile, Central Bangka Regent Algafry Rahman said that fuel is really needed by the community to carry out daily activities.

"However, some people have difficulty getting subsidized fuel. It is hoped that through this dialogue, the people of Central Bangka will get subsidized fuel more easily," he said.

The Regent also welcomed the plan of BPH Migas using integrated information technology so that subsidized fuel is right on target.

"Later on, there will be an application to take care of recommendation letters to get subsidized fuel and this will be interesting for me, because we no longer have to struggle. We encourage people in Central Bangka to get easy subsidized fuel," explained Algafry.
