PT PLN (Persero) has received support from the Asian Development Bank (ADB) regarding the early retirement plan for steam power plants through the Energy Transition Mechanism (ETM) scheme. This collaboration was realized through the signing of a memorandum of understanding between PLN and ADB which agreed to explore the early retirement of the first PLTU owned by a private electricity producer (IPP), namely the Cirebon-1 PLTU through the ETM scheme.
The signing was attended by ADB President Masatsugu Asakawa, PLN President Director Darmawan Prasodjo, Cirebon Electric Power (CEP) President President Hisahiro Takeuchi, and Indonesia Investment Authority (INA) CEO Ridha D. M. Wirakusumah. The signing was carried out at the launch of the ETM Country Platform in Nusa Dua, Bali on Monday, November 14.

Meanwhile, PLN President Director Darmawan Prasodjo said, as a commitment in the energy transition, PLN has developed a comprehensive roadmap to achieve net zero emissions by 2060.

ADB President Masatsugu Asakawa said, in the memorandum of understanding, ADB agreed to open detailed discussions regarding efforts to accelerate the termination of the Cirebon-1 PLTU with a capacity of 660 megawatts (MW) belonging to CEP in West Java. This collaboration aims to achieve a significant reduction in CO2 emissions through models that can be imitated and applied to other IPPs in Indonesia, as well as other areas in Asia Pacific and its surroundings.

Once an agreement is reached between the parties, ADB will provide early retirement facilities in the form of senior debt with the condition that the tenor of the electricity buying and selling agreement between CEP and PLN will be shortened through ETM. The President Director of CEP, Hisahiro Takeuchi, welcomed this collaboration. He said he was proud to be able to take part in the energy transition initiative in Indonesia to provide clean energy.
