Launching Inflation, Badas Issuance Of Government Rice Reserve Distribution Regulations

JAKARTA - The National Food Agency (Bapana) has issued National Food Agency Regulation of the Republic of Indonesia Number 4 of 2022 concerning the Distribution of Government Rice Reserves (CBP) as an effort to control inflation.

The regulation of the National Food Agency (Perbadan) is a legal umbrella for distributing government rice to certain community groups or we call it the Beneficiary Families (KPM). This distribution is carried out through the Availability of Supply and Price Stabilization (KPSH) activities held by NFA by assigning Perum Bulog," said Head of Badas Arief Prasetyo Adi as quoted by Antara, Wednesday, September 14.

The criteria for KPM receiving rice, he continued, were poor families registered by the Ministry of Social Affairs (Kemensos).

If there are KPMs that are not in accordance with the data, they can be replaced by the local village/kelurahan government.

In the implementation of KPSH, Bapanas through Bulog distributed 20 kg of rice for each KPM at affordable prices.

The KPSH rice will later be equipped with information on the type of rice and sugarcane price, in accordance with the technical guidelines that will be determined. The sugarcane price will be adjusted to the quality and quality of the rice," said Arief.

KPSH will be held until December 31, 2022, at points prone to experiencing the turmoil in rice prices. "The implementation report is carried out every month by Bulog, at least covering the details of the realization and number of KPM. The report was submitted to us, and the relevant ministry was copied," he said.

The agency Number 4/2022 also includes a monitoring and evaluation team consisting of several institutions such as the Coordinating Ministry for the Economy, the Coordinating Ministry for Human Development and Culture, the Ministry of Trade, Ministry of Agriculture, the Ministry of Social Affairs, the Ministry of Home Affairs, the Ministry of SOEs, the Secretariat, and the Police.

After the issuance of this body, said Arief, his party can optimize the available CBP in a more measurable way, thus contributing significantly to inflation control.

"We are optimistic and ready to carry out this task, because we already hold the map and data on which points are indicated to be vulnerable and need to be intervened," said Arief.

Arief emphasized that his staff will continue to collaborate with the Provincial and Regency/City Food Office to control inflation of foodstuffs in the regions, especially rice as stated by President Jokowi in a meeting with regional heads at the State Palace, Monday, September 12.

Meanwhile, the Director of Supply Chain and Public Service Bulog Mokhamad Suyamto said, Bulog is ready to support the implementation of the KPSH program in order to reduce price increases.

"As an effort to maintain price stability, we will improve the KPSH program, while to increase the stock of absorption rice reserves it will continue to be increased," he said.

He said Bulog guaranteed the adequacy of basic food until the end of the year with the current stock of rice controlled by Bulog of 1 million tons spread evenly throughout Indonesia.
