BOGOR - The Bogor City DPRD together with the Bogor City Government (Pemkot) approved the Regional Regulation Draft (Raperda) concerning the Accountability for the Implementation of the Regional Revenue and Expenditure Budget (APBD) for the 2025 Fiscal Year in the Plenary Meeting at the Bogor City DPRD Building, Friday, July 31.
The approval is part of the accountability stage of the 2025 APBD implementation before the regional regulation is processed further in accordance with the provisions of laws and regulations.
Chairman of the Bogor City DPRD Adityawarman Adil said the Regional Regulation on the Implementation of the 2025 APBD has been through the discussion of the DPRD Budget Agency (Banggar) together with the Regional Government Budget Team (TAPD).
"Based on the results of the discussion of the Budget Agency, the Bogor City DPRD then gave approval to the Regional Regulation on the Accountability for the Implementation of the 2025 Fiscal Year APBD," said Adityawarman.
According to him, the discussion was carried out to ensure that the accountability and budget implementation documents were in accordance with the applicable provisions.
In the same meeting, the Bogor City Government also conveyed the Draft General Policy Document of the APBD (KUA) as well as the Priority and Provisional Budget Ceiling (PPAS) for the 2027 Fiscal Year to the Bogor City DPRD.
The KUA-PPAS document will be the initial basis for discussing the 2027 APBD, including fiscal policy directions, development priorities, and budget ceilings.
Meanwhile, Bogor Mayor Dedie A. Rachim said the realization of finances and the implementation of the Bogor City Government program throughout 2025 reflected efforts to maintain fiscal prudence, transparency, and accountability.
Dedie expressed his appreciation to the Bogor City DPRD, especially Banggar, which had discussed and perfected the Regulation on the Implementation of the 2025 APBD to be approved together.
"The accountability for the implementation of the 2025 Fiscal Year APBD is compiled based on the financial statements that have been audited by the Financial Audit Agency (BPK). Alhamdulillah, the Bogor City Government has again obtained a Fair Opinion without Exception (WTP) on the Regional Government Financial Report for the 2025 Fiscal Year from the Financial Audit Agency of the Republic of Indonesia Representative for West Java Province," said Dedie.
According to Dedie, the WTP opinion is the 10th for the Bogor City Government. This achievement is considered to reflect the consistency of the local government in implementing transparent, accountable, and compliant financial governance.
Dedie emphasized that all notes, inputs, and recommendations of the DPRD will be used as evaluation material to improve the planning and implementation of the budget in the following years.
He also asked all Regional Apparatus Organizations (OPD) to immediately follow up on technical and administrative notes from the joint discussion with the DPRD.
"Strengthening internal supervision and improving the quality of public services must continue to be a priority," he said.
Dedie emphasized that programs directly related to community needs, such as health services, education, infrastructure, and public facilities, must be implemented effectively, efficiently, and accurately.
With the approval of the Raperda for the Implementation of the 2025 APBD, the Bogor DPRD and the Bogor City Government will continue to discuss the 2027 APBD through KUA-PPAS. Both institutions are expected to produce accountable budget policies and are oriented towards improving the services and welfare of the Bogor City community.
