BNPT Launches RAN PE Phase Two 2026-2029: Focus on Preventing Radicalism from Early

JAKARTA - The National Counterterrorism Agency (BNPT) officially emphasized the importance of early prevention efforts through the Second Phase of the National Action Plan for the Prevention and Combating of Violent Extremism Leading to Terrorism (RAN PE).

The main focus in this phase includes strengthening the resilience of families, communities, the education sector, and digital spaces as the main defense fortress of the community.

BNPT Head Eddy Hartono revealed that data on the development of terrorism threats in the 2023-2025 period showed that there was still a spread of nihilistic radicalism.

"In addition, there is also an effort to recruit by global terrorist networks targeting children and youth in various regions in Indonesia," said Eddy when confirmed in Jakarta, Thursday.

Whole of Government and Whole of Society Collaboration

In the implementation of Presidential Regulation (Perpres) Number 8 of 2026 concerning RAN PE Phase II, the President emphasized the importance of the whole of government and whole of society approach. Through this approach, all elements of society and the government are urged to jointly prioritize the aspect of prevention.

Eddy emphasized that strengthening collaboration between stakeholders is the key, given that the current threat of violent extremism is becoming more persistent and adaptive.

"This collaboration needs to be strengthened because the threat is more persistent and adaptive. One of the challenges is how to protect young generations from internet media which is often used as an effective means for recruitment, propaganda, and funding," said Eddy.

To initiate this strategic step, BNPT has held a Forum to Strengthen Collaboration on the Implementation of the Second Phase of RAN PE 2026-2029 in Jakarta on Monday (27/7).

Support from the Coordinating Minister for Political, Legal, and Security Affairs and 6 Strategic Steps

Coordinating Minister for Political and Security Affairs (Menko Polkam) Djamari Chaniago welcomed the BNPT's move. According to him, this strengthening of collaboration is a tangible manifestation of the state's presence in protecting all Indonesian people.

To optimize the implementation of the Second Phase RAN PE, there are 6 strategic steps that need to be taken by all stakeholders:

Program & Budget Coordination: Coordinating the programs and budgets of ministries/institutions. Strengthening the Regional Government: Strengthening the role of the Regional Government in prevention through the establishment of the Regional Action Plan (RAD). Direct Impact Action: Implementing RAN PE actions with real impact by involving the active participation of the community. Protection of Youth & Children: Giving special attention to the children and youth groups. The Role of Women & Family: Encouraging the active role of women and strengthening the family function. Multi-party Synergy: Strengthening sustainable intersectoral collaboration.

9 Strategic Themes and 111 Action Targets Until 2029

RAN PE Phase Two integrates 111 action targets divided into 9 strategic themes until 2029. All of these targets are carried out through a preventive approach (soft approach) based on evidence, collaborative, and upholding human rights (HAM).

The 9 strategic themes include:

National Preparedness Community and Family Resilience Protection and Empowerment of Women, Children, and Youth Strategic Communication, Media, and Electronic Systems Radicalization Human Rights, Good Governance, and Justice Witness and Victim Protection International Partnership

With the synergy of all ministries, institutions, local governments, academics, and the media, RAN PE Phase Two is expected to be able to build a strong national deterrent against the threat of radicalism.
