Indonesia Promotes Strengthening of ASEAN Disaster Resilience Architecture through Sustainable Resilience

JAKARTA - Indonesia as the Chair of the ASEAN Committee on Disaster Management (ACDM) in 2026 encourages a paradigm shift in ASEAN disaster management from disaster risk reduction (disaster risk reduction) to sustainable resilience (sustainable resilience).

In the 48th Meeting of ACDM and Related Meetings in Bandung which opened on July 28, 2026, Indonesia emphasized an integrative approach related to disaster management and climate change, to increase economic and social resilience in the region.

The meeting, which carries the theme "From ASEAN to Global: Strengthening Community Preparedness and Leadership for Sustainable Resilience", was opened by the Chief Secretary (Sestama) of the National Disaster Management Agency (BNPB), Dr. Rustian, S.Si., Apt., M.Kes..

In his remarks, Sestama BNPB emphasized the importance of implementing the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2026-2030 which provides real benefits for the community.

"Resilient areas need to be a common agenda across sectors and pillars of the ASEAN community," said Dr. Rustian.

"Sustainable Resilience must be a practical and cross-sector framework for ASEAN action. In line with the ASEAN Leaders' Declaration on Sustainable Resilience in 2023, resilience must be community-centered and integrated in all sectors and the three pillars of the ASEAN Community," he said.

Indonesia in this meeting encourages the strengthening of regional preparedness and coordination, the use of data and technology, early warning systems, and sustainable investment for strengthening local capacity.

In addition, the Anticipation Action, including through the Early Warning Response Action (AMPD), is considered important so that risk information can be turned into coordinated actions before the impact of disasters spreads. Indonesia's experience is expected to be a good practice for ASEAN member countries, especially to support the mandate of the ASEAN Socio-Cultural Community Strategic Plan of the ASEAN Community Vision 2045.

Meanwhile, supporting the focus of BNPB, the Director General of ASEAN Cooperation, the Ministry of Foreign Affairs of the Republic of Indonesia Ambassador Ina Krisnamurthi in the ACDM open session with ASEAN partners underlined the important role of ASEAN cooperation with partner countries and international organizations.

Furthermore, it is highlighted that ASEAN's cooperation with partners is not merely a reaction to disasters, but building a common shield.

"Without cooperation, sustainable resilience cannot be realized," he said.

The open session was attended by 9 (nine) ASEAN external partner countries, namely Australia, Canada, the European Union, New Zealand, the Russian Federation, the United States, the United Kingdom, Turkey, and France, as well as five international organizations, namely the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), the United Nations Development Programme (UNDP), the International Organization for Migration (IOM), the International Federation of Red Cross and Red Crescent Societies (IFRC), and the Asian Disaster Preparedness Center (ADPC).

ASEAN countries encourage their partner countries and international organizations to increase their commitment to cooperation, including capacity building, development of learning platforms and knowledge-sharing, strengthening of the AHA Centre's institutional capacity, and other technical cooperation to support the implementation of the AADMER Work Programme 2026-2030.

In addition to focusing on cross-sector and pillar coordination, as well as the sustainable resilience paradigm, Indonesia will also use the momentum of the ACDM 2026 Chairmanship to increase the capacity for anticipation and early warning, prioritize local communities, and encourage ASEAN's contribution to the formation of norms and global resilience architecture after the SDGs 2030.

It is known that the 48th ACDM meeting marks the tenth anniversary of the One ASEAN, One Response Declaration. Furthermore, the 49th ACDM Meeting in November 2026 will be held back-to-back with the 14th Ministerial Level Meeting (AMMDM).
