Naik Helikopter, Anggota KPU Disanksi Peringatan Keras DKPP

JAKARTA - The Election Organizer Honorary Council (DKPP) has imposed a strong warning sanction on KPU member, Parsadaan Harahap, for violating the Code of Ethics for Election Organizers (KEPP).

"Imposing a strong warning sanction on the defendant I, Parsadaan Harahap as a member of the General Election Commission, effective from the time this decision is read," said the Chairperson of the Assembly, Heddy Lugito, in the reading of the verdict for one case, namely number: 10-PKE-DKPP/VI/2026.

In considering the verdict, the panel assessed that the defendant I did not have a sense of ethics and a sense of good governance by accepting the offer and then using a helicopter mode of transportation for the inauguration of the Group of Election Management Team (KPPS) in Cidaun District, Cianjur Regency, on January 25, 2024.

Member of the Council, I Dewa Kade Wiarsa Raka Sandi said he did not see any other reason for the use of the helicopter provided by the West Java Provincial KPU other than the urgency of the time of the I who would attend activities in Bengkulu Province.

"The density or collision of the schedule of the service of an official is not automatically transferred to the public financial burden through the use of extraordinary facilities. Public officials are required to make rational prioritization, assess the possibility of delegation, adjustment of schedules, or other forms of task implementation that can proportionally achieve institutional goals," he said.

Raka Sandi assessed that in the event of a disaster, isolation, threat to safety, the urgency of the election stage which cannot be postponed, the use of helicopters can be justified or necessary. However, according to him, such objective conditions are not convincingly revealed in the case in question.

The excuse of the I-contestant felt that there was no ethical problem because during the trip a member of the DKPP was also present and it could not be justified.

Raka Sandi emphasized that ethical accountability is attached personally to the holder of the position and cannot be transferred to the existence of other officials.

"The presence of officials from the ethics enforcement agency does not change the action that was originally inappropriate to be appropriate, just as their absence does not automatically prove that there has been a violation. The Election Organizer is required to have the ability to independently assess the ethics of his actions," he said.

Thus, I was proven to have violated Articles 2, 7, and 15 letter a of the DKPP Regulation Number 2 of 2017 concerning the Code of Ethics and Code of Conduct for General Election Organizers.

In the same case, the DKPP Assembly also imposed a strong warning sanction on the defendant II, Abdullah Sapi'i as a member of the West Java Provincial KPU. He was proven to have violated Article 2, Article 7, and Article 15 letter a of the DKPP Regulation Number 2 of 2017 concerning the Code of Ethics and Code of Conduct for General Election Organizers.

Teradu II was considered unprofessional and irresponsible and violated the principles of speed and appropriateness in using helicopters to Cidaun District, Cianjur Regency by not questioning, reminding, expressing objections, or recommending a more reasonable alternative mode of transportation to the relevant officials at the West Java Provincial KPU.

Teradu II is known to have participated with Teradu I in the helicopter in question under the pretext of his position dealing with human resources and being interested in the formation, inauguration, provision, and supervision of ad hoc bodies.

"The attitude of the second party is like the saying of throwing stones and hiding your hands or in other words, wanting to enjoy the use of helicopters but not wanting to be responsible when problems occur, they should set an example for their subordinates," said Member of the Ratna Council Dewi Pettalolo.

Meanwhile, in the third duel, Bernard Dermawan Sutrisno as the Secretary General of the KPU RI in the same case was rehabilitated for his good name because he was not proven to have violated the KEPP.

This trial was chaired by Heddy Lugito as the Chairman of the Assembly, accompanied by Assembly Members including J. Kristiadi, I Dewa Kade Wiarsa Raka Sandi, and Ratna Dewi Pettalolo.
