BANDUNG - Government Employees with Work Agreements (PPPK), especially part-time PPPK, are claimed to dominate the list of thousands of civil servants in the West Java Provincial Government who are detected as having an addiction to online gambling (judol) activities throughout 2025.

The Regional Human Resources Agency (BKD) of West Java Province recorded that out of 2,663 West Java Provincial Government employees who are currently the object of serious investigation, the part-time PPPK category became the group of violators the most with a total of 1,091 people.

"The number of ASN that are still the object of deepening is currently 2,663 people. They consist of 419 civil servants, a number of PPPK, and the most are part-time PPPK, namely 1,091 people," said Head of the West Java Provincial BKD Dedi Supandi in Bandung, Tuesday, July 14, reported by ANTARA.

Dedi explained that this finding initially referred to the data of the Financial Transaction Reporting and Analysis Center (PPATK) which reported that 2,694 names of state officials in West Java were suspected of playing online gambling.

As a step in internal law enforcement, the West Java BKD now groups violators into three categories. Intensive inspections are focused on the third category, namely employees who are determined to play judol repeatedly.

The inspection team tracked the time of gambling activities to see if it was done during working hours, as well as slicing the nominal financial transactions deposited by the perpetrators to gambling sites.

"We compare the value of transactions with the take-home pay received by ASN, namely the employee's salary and additional income (TPP). If the transaction value exceeds the income received, it is an indication for further in-depth investigation," said Dedi.

Until now, the administrative action process is still being carried out by the head of the Regional Apparatus Organization (OPD) through the creation of the Inspection Report (BAP). BKD has recorded at least 279 employees whose positions are under pressure and threatened with disciplinary sanctions in the near future.

"From the total data we have, about 279 ASN are undergoing in-depth investigation and potentially subject to disciplinary action," he said.

"If the violation is repeated, especially for PPPK, it can lead to termination of the contract or even dismissal," said Dedi.
