BOGOR - Commission III of the Bogor City DPRD encourages the acceleration of the development of clean water infrastructure after reviewing the Rancamaya Water Treatment Plant (IPA) owned by Perumda Tirta Pakuan in South Bogor District, Wednesday, July 8. This step is considered important to overcome the shortage of clean water supply that is still experienced by a number of regions, especially Tanah Sareal and West Bogor Districts.

The field visit was led by the Chairman of Commission III of the Bogor City DPRD, Ahmad Aswandi, along with Deputy Chairman Abdul Rosyid, Secretary Pepen Firdaus, and other members of Commission III.

Chairman of Commission III of the Bogor City DPRD, Ahmad Aswandi, emphasized that the review was carried out to ensure that the community's clean water needs were still met while evaluating various obstacles that Perumda Tirta Pakuan was still facing.

"We ensure that the water needs of the community are not disrupted. It turns out that PDAM itself still has many PR related to the community that still needs clean water, especially in Tanah Sareal and West Bogor Districts. Hopefully in the future we can focus on solving water problems in the two districts," said Aswandi.

Similarly, Deputy Chairman of Commission III Abdul Rosyid assessed that the development of water distribution infrastructure must be a priority. According to him, even though the production capacity of water at IPA Rancamaya is sufficient, the limitations of the pipe network and reservoir are still an obstacle to distribution to a number of areas.

"Alhamdulillah the water discharge is abundant, but we still lack several spots or areas that are still not flooded due to infrastructure reasons for pipes and reservoirs to push water to the area, especially the West Bogor and Tanah Sareal areas," he said.

He emphasized that Commission III is ready to provide support for the development of clean water infrastructure so that all Bogor City residents can enjoy clean water services evenly.

"This is very needed so that all people in Bogor City get direct water channels at their respective homes," he said.

Meanwhile, the President Director of Perumda Tirta Pakuan Rino Indira explained that about 90 percent of Bogor City's raw water sources still come from the southern region, such as Cijeruk and Tangkil. IPA Rancamaya which was built in 2015-2016 has a production capacity of 30 liters per second (lps), plus the Tangkil Water Supply of 110 lps so that the total distribution capacity in Zone 1 reaches 140 lps.

However, the capacity is ideally only able to serve around 14,000 customers, while the current number of customers has reached 17,000 to 18,000 connections.

"We are experiencing a supply shortage of around 30 liters per second in Zone 1. For the past three years, we have covered this deficit by renting Unitec's WTP," explained Rino.

According to him, this condition has the potential to become more severe because the lease period for the water treatment facility owned by Unitec will expire in September 2026.

To overcome this problem, Perumda Tirta Pakuan has planned to increase production capacity to 200 lps in the south. However, the realization of the project is still constrained by budget limitations.

Rino revealed that the investment needs amounted to IDR 134 billion, while through the Government Capital Participation (PMP) Regulation, only IDR 15 billion had been realized.

Therefore, his party hopes for the support of the DPRD and the Bogor City Government to accelerate the construction of clean water infrastructure through the addition of capital participation in the upcoming APBD.

Entering the second semester of 2026, Perumda Tirta Pakuan prioritizes the development of distribution networks towards Tanah Sareal and West Bogor Districts, which are considered to have increased residential areas and increasing clean water needs.

Even though it has obtained a water utilization permit of 240 lps, to date the capacity that can be utilized is only around 30 lps due to limitations on supporting infrastructure.

Through support for accelerating the development of pipeline networks, reservoirs, and water treatment facilities, the DPRD and Perumda Tirta Pakuan hope that clean water services in Bogor City can reach more people and reduce the supply deficit in the next few years.
