Man Caught on Video Abusive to Dog in Penjaringan, Police Will Check the Mental Health of the Perpetrator

JAKARTA - A dog of the Sisi breed is suspected to have been the victim of indecent acts committed by a man with the initials OL (24) at the Dogs Ministry, Penjaringan, North Jakarta. The incident occurred on June 1, 2026 and was recorded on a surveillance camera (CCTV).

The case was then reported by the Dogs Ministry to the Metro Penjaringan Police. The report was also accompanied by a number of evidence in the form of video recordings on a flash drive, one iPhone 14E unit, and the results of a veterinary examination.

Based on the report received by the police, OL came alone to the location and made a payment at the cashier's area. After that, he interacted with a number of dogs at the location.

OL's actions were then caught by an employee of the Dogs Ministry with the initials S. A witness saw the suspect allegedly committing an act that led to harassment of one of the dogs and recorded his actions using a mobile phone.

Knowing the incident, the witness immediately reported it through an internal communication group. The management then documented the incident until OL was finally secured and handed over to the Metro Penjaringan Police.

Kanit Reskrim Metro Penjaringan AKP Sampson Sosa Hutapea said investigators planned to bring OL to undergo a psychiatric examination by a psychiatrist.

"The perpetrator will later be examined by a psychiatrist first, so that we know the results," said Sampson when confirmed, Wednesday (17/6/2026).

Sampson added that until now the status of OL was still a witness because the investigation process was still ongoing.

"Currently, his status is still a witness," he said.

The police are still investigating the case. In this case, OL is threatened with Article 337 paragraph (1) letter b of Law Number 1 of 2023 concerning the Criminal Code (KUHP) regarding criminal acts against animals.
