Needs Deep Study, DPR Postpones Discussion On Revision Of ASN Law

JAKARTA - Commission II of the DPR emphasized that it would not rush to discuss the revision of the revision of Law Number 20 of 2023 concerning State Civil Apparatus (UU ASN). Currently, the main focus is an in-depth assessment of the fate of honorary employees, PPPK, and the implementation of the meritocracy system.

This was conveyed by the Chairman of Commission II of the House of Representatives (DPR), Rifqinizamy Karsayuda, in Jakarta, Tuesday, December 9.

This delay, according to him, was due to the DPR and the government still reviewing a number of crucial issues in the revision of the ASN Law, such as the status of honorary employees and government employees with work agreements (PPPK).

"We don't want to talk too quickly about the ASN Bill," said Rifqinizamy.

He explained that the DPR had asked the DPR's Expert Board to compile academic papers and draft laws, while the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB) also continued to conduct in-depth studies.

As long as the revision discussion process has not been completed, Rifqinizamy ensures that the DPR and the government have agreed to prohibit local governments from recruiting new honorary employees. This prohibition aims not to increase the fate of honorary employees who have not yet been appointed as ASN.

"We must impose sanctions on officials who appoint honorary honorariums. Otherwise, this is a problem that keeps repeating itself," he said.

He is worried that after the honorary release is assisted to become an ASN, a new honorary will appear again which will become a burden on the country in the future.

Regarding the status of PPPK, Rifqinizamy revealed that there is a possibility that their status will remain as part-time employees. This decision was taken as part of Commission II's efforts to ensure the meritocracy system within ASN.

"We want to guarantee that the careers of our ASN can be wider, especially ASN in the regions so that they can have a good career in the future," he concluded.
