BOGOR - The vision of 'Bogor Beres-Bogor Maju' carried by Mayor Dedie A. Rachim and Deputy Mayor Jenal Mutaqin is faced with a heavy challenge. The Regional Representative Council (DPRD) of the City of Bogor received the Draft Regional Revenue and Expenditure Budget (RAPBD) for the 2026 fiscal year, which was submitted directly by Mayor Dedie A. Rachim in a plenary meeting, Wednesday, November 12, 2025.

However, the preparation of the first year's APBD under the leadership of Dedie-Jenal was overshadowed by the issue of reducing the 2026 Regional Financial Transfer (TKD) by Rp253.4 billion. This immediately put the finances of the Rainy City in the brink of deficit.

‘Super’ PAD Target of IDR 1.7 Trillion is the Key

In the submitted RAPBD 2026 document, it is known that the Regional Revenue is targeted at Rp. 2.9 trillion, while the Regional Expenditure reaches Rp. 3 trillion. Net financing is pegged at Rp. 102 billion with the current year's Budget Financing Surplus (SILPA) of zero.

Responding to the issue of the TKD which was cut by hundreds of billions, the Bogor City DPRD Budget Agency (Bangar) together with the Regional Government Budget Team (TAPD) immediately gassed up to hold a working meeting after the plenary session.

The Chairman of the Bogor City DPRD, Adityawarman Adil, said the parliament would immediately draft a program that not only meets public needs, but must also be realistic with the financial strength of the region.

"With the issue of reducing TKD and the deficit, we, the Bogor City DPRD, immediately held a working meeting with the Bogor City Government to formulate programs that are in accordance with the needs of the community and the financial strength of the City of Bogor," said Adityawarman.

One of the main moves to fill the potential budget shortfall is to increase the Regional Original Income (PAD). Adityawarman hopes that the PAD target can reach an ambitious figure of Rp. 1.7 trillion.

"Of course, by encouraging the increase in PAD, it is expected to cover the shortfall due to the decline in TKD," he said.

Focus on Basic Services Remains a Priority

Despite the budget being tight, the DPRD ensured that the focus of spending would be directed at the basic service sector. The education budget allocation was pegged at Rp849 billion, while the health sector reached Rp649 billion. Meanwhile, employee spending has been adjusted to the calculation of the Regional Development Information System (SIPD), namely 25.99 percent.

"We want to focus spending on the basic service sector which is the foundation for the achievement of Bogor City Government performance and the RPJMD," explained Adityawarman.

Meanwhile, Bogor Mayor Dedie A. Rachim emphasized that the 2026 APBD is a marker for the start of his five-year term of office with Jenal Mutaqin. He ensured that every rupiah allocated would realize the vision and mission of the City of Bogor "Bogor Beres - Bogor Maju".

Dedie also explained the details of the budget needs for the four flagship programs in 2026, namely Smart Bogor in the education sector with a budget of Rp. 99.2 billion, Bogor Smooth regarding infrastructure and transportation with a budget of Rp. 126 billion, Bogor Prosperous for social needs of the community with a budget of Rp. 21.8 billion and Bogor Healthy for public health with a budget of Rp. 169.2 billion.

"We and all levels of the Bogor City Regional Government remain committed to continuing development in realizing the vision and mission of the Bogor City Bogor Beres and Bogor Maju," he concluded.
