Strengthening Corruption Evidence For NTB Provincial Government BUMD, The Prosecutor's Office Asks For The Opinion Of Criminal Experts

The West Nusa Tenggara (NTB) High Prosecutor's Office (Kejati) has asked the opinion of criminal experts to strengthen evidence in the investigation of corruption at PT Gerbang NTB Emas (GNE) which is one of the regional-owned enterprises (BUMD) owned by the NTB Provincial Government (Pemprov).

Assistant for Special Crimes at the NTB Prosecutor's Office, Muh. Zulkifli Said in Mataram, Wednesday, explained that the opinion of this criminal expert is very important to unravel criminal events in this case.

"So, strengthening evidence in this case we need a criminal expert. We have scheduled a hearing," he said.

In addition to strengthening evidence from criminal experts, investigators also coordinate with auditors. The NTB Prosecutor's Office cooperates with the NTB Financial and Development Supervisory Agency (BPKP) to calculate losses.

The NTB Prosecutor's Office in handling this case is also noted to have examined the Director of PT GNE for the 2019-2024 period, Samsul Hadi, who is a convict in the case of water pollution in Gili Trawangan and Meno.

Apart from Samsul Hadi, Zulkifli said there were several former commissioners of PT GNE who had also undergone examination.

Samsul Hadi was listed as a convict in a water pollution case in Gili Trawangan and Gili Meno after the Supreme Court rejected the appeal, both filed by Samsul Hadi as a defendant and public prosecutor on July 22, 2025.

With this decision, Samsul Hadi officially served a sentence in accordance with the appeal decision at the West Nusa Tenggara High Court which upheld the decision of the first instance court on October 31, 2024.

In the verdict, the panel of judges sentenced him to imprisonment for a certain period of 1 year in Samsul Hadi's status as a city prisoner.

In addition to punishment, the panel of judges imposed a fine of Rp. 1 billion, subsidiary to 3 months in prison to replace the fine.

The problem that arose to make Samsul Hadi a convict is related to the position of Director of PT GNE. At that time, Samsul Hadi as the director built a collaboration with PT Berkah Air Laut (BAL) in carrying out a sea water distillation business into clean water for needs in Gili Trawangan and Meno.

However, the cooperation that was built did not go according to the agreement. PT BAL provides clean water through the groundwater drilling system.

Director of PT BAL William John Marijuh was also dragged into this case and received the same punishment as Samsul Hadi.

This issue is also one of the material for the development of investigations at the NTB Prosecutor's Office. It is noted that the prosecutor's office has asked for witness statements from provincial government officials to districts and administrators of PT GNE and PT BAL.

As a need for investigation, the prosecutor also asked for expert legal opinion from the Indonesian Drinking Water Company Association (Perpamsi).

Other legal remedies in this case the prosecutor's investigators have transported a number of documents from the results of searches in the NTB Regional Secretariat Economic Bureau Room and the PT GNE office.

This legal step taken by the prosecutor's office is also complete in finding evidence in the investigation of corruption in asset and financial management as a result of capital participation from the local government which led to a number of PT GNE's business lines.
