ASN In Mukomuko Bengkulu Prohibited From Smoking In The Work Room, Sanctions Regulated By The Personnel Agency

JAKARTA - The Mukomuko Regency Government (Pemkab) in Bengkulu Province issued a regent's circular regarding the implementation of Regional Regulation (Perda) Number 16 of 2017 concerning Non-Smoking Areas (KTR).

The Circular Letter of the Regent of Mukomuko Number 198 of 2025 was issued in order to create a healthy, comfortable, and productive work environment.

"Starting yesterday (October 30) ASN is prohibited from smoking in the workspace. This prohibition is in accordance with regional regulations and a circular letter from the regent," said Head of the Mukomuko Regency Civil Service Police Unit (Satpol PP), Jodi, in Mukomuko, Friday, confiscated by Antara.

In the regent's circular letter, there are four provisions that must be obeyed by state civil servants (ASN) within the local government. First, every ASN and other workers are prohibited from smoking in work or office rooms, including in meeting rooms, halls, corridors, and toilets.

Second, smoking is only allowed in areas that have been specifically designated as smoking areas or outside the office. Third, each work unit is required to supervise and enforce discipline in the implementation of this prohibition.

Violations of these provisions will be subject to sanctions in accordance with applicable laws and regulations and ASN disciplinary provisions.

Jodi said the work unit that proposed the Regional Regulation on the KTR was the Mukomuko District Health Office.

The Mukomuko Satpol PP Service is tasked with enforcing regional regulations, including the KTR Regional Regulation and controlling those who violate these regional regulations.

However, because the regent's circular also regulates sanctions in accordance with the provisions of the ASN's legislation and discipline, the implementation is related to the Mukomuko Regency Personnel and Human Resources Development Agency (BKPSDM).

Furthermore, his party is still waiting for instructions from the Regional Secretary (Sekda) and the regent regarding the enforcement of the KTR Regional Regulation and the implementation of controlling anyone who violates it.
