Indosat Fiber Optic Project Dispute Goes to Court, PT Makon Sues Asianet

JAKARTA - The dispute between PT Mandau Jaya Kontrindo (Makon) and PT Asianet Media Teknologi (Asianet) related to the project to build the Indosat Ooredoo Optical fiber network Hutchison continues to the realm of law. PT Mandau Jaya Kontrindo officially submitted a request for the Suspension of Debt Payment Obligations (PKPU) against PT Asianet Media Teknologi at the Central Jakarta District Court.

The case is registered with number 323/Pdt.Sus-PKPU/2025/PN Niaga Jkt.Pst on October 13, 2025 and is currently entering the trial stage at the Central Jakarta Commercial Court. Based on case tracking Information System (SIPP) data, PT Mandau Jaya Kontrindo was listed as the applicant, while PT Asianet Media Teknologi was the respondent.

This case stems from the collaboration of the Fiber To The Home (FTTH) network development project in several working areas of Indosat Ooredoo Hutchison, especially in Central Java and Bali.

The attorneys for PT Mandau Jaya Kontrindo, Dzar Azhari and Axel Agahari representing Director Kevin Felician explained that all administrative work had been completed according to an official request from Asianet.

"All of our work has been completed and submitted properly. Based on the initial agreement, payments should be made fully after the documents are received without waiting for the physical work to be completed. However, in the middle of the collection process, there was a change in management within Asianet which resulted in changes in a number of commitments and recognition of the work that had been completed," said Dzar Azhari in a written statement in Jakarta, Wednesday, October 22.

According to Makon, this issue has been going on for more than two years without completion. The replacement of the board of directors and changes to internal policies within Asianet is said to have caused delays in payments for work that had been completed and submitted.

Because they did not meet the meeting point, Makon finally took legal action through the PKPU mechanism in order to obtain legal certainty and officially settle financial obligations.

Through this legal step, PT Mandau Jaya Kontrindo hopes that the PKPU process can provide justice and certainty of payment for the work that has been completed, as well as ensure transparent and legal settlement of obligations.

"We are taking this step not to cause conflict, but to ensure that the entire settlement process is carried out openly and according to the applicable legal mechanism," Axel Agahari added.

This case is in the spotlight because it is related to the national digital infrastructure project that supports the expansion of the Indosat Ooredoo Hutchison telecommunications network in various parts of Indonesia.

This dispute is also a reminder of the importance of professional business governance and contract certainty in implementing national strategic projects in the telecommunications sector and digital infrastructure.
