JAKARTA - The Corruption Eradication Commission (KPK) denies any intervention from other parties which causes the existence of suspects in the corruption case of quota corruption and the implementation of Hajj in 2023-2024 at the Ministry of Religion.

KPK spokesman Budi Prasetyo ensured that the investigation of this case continued. The evidence, summons and requests for information against witnesses are still ongoing.

"In handling cases of alleged corruption related to the Hajj quota, there is no intervention," Budi told reporters quoted on Friday, October 17.

"We make sure the investigation is still progress and investigators are still calling, asking witnesses for information," he continued.

Budi said that a number of witnesses who were summoned were travel agents or travel agents who organize special Hajj (PIHK). This summons was caused because investigators needed to know the mechanism for buying and selling 20,000 additional quotas from the Saudi Arabian government.

This mechanism occurs because of the distribution discretion that is not in accordance with the rules based on the Decree (SK) of the Minister of Religion in the Yaqut Cholil Qoumas era.

"Indeed, the PIHK that organizes this special hajj quota, right, quite a lot and the practice in the field is varied. What are the processes and mechanisms for buying and selling special quotas, then how do you sell them to prospective pilgrims, how much is the price and all kinds are calculated as well," said Budi.

KPK chairman Setyo Budiyanto has also spoken about the absence of a suspect in this case. He said investigators still need time to complete the file and information.

"Ah, that's relatively a matter of time, yes, I'm sure there may be something that is needed to complete the filing or the investigation process. There are no other problems," Setyo told reporters, Monday, October 6.

Setyo said investigators are still conducting examinations on witnesses being studied.

"Then, yes, maybe study some of the documents that have been received by the investigators. It's just a matter of time, really," said the former Director of Investigation of the KPK.

Previously reported, the KPK is investigating allegations of corruption related to quotas and the implementation of Hajj in 2023-2024 at the Ministry of Religion (Kemenag). No suspects have been named for using a general investigation warrant (sprindik).

The generalized sprindik uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2021 in conjunction with Article 55 paragraph 1 of the Criminal Code. This means that there are state losses that occur due to this corrupt practice.

State losses in the corruption case of quota and Hajj for the period 2023-2024 are said to have reached more than IDR 1 trillion. This number is still increasing because it is only the initial calculation of the KPK which continues to coordinate with the Supreme Audit Agency (BPK).

This case stems from the provision of 20,000 additional Hajj quotas from the Saudi Arabian government for Indonesia to reduce queues for pilgrims. However, the distribution turned out to be problematic because it was divided equally, namely 50 percent for regular Hajj and 50 percent for special Hajj based on the Decree (SK) of the Minister of Religion signed by Yaqut Cholil Qoumas.

In fact, based on the law, the distribution should be 92 percent for regular Hajj and 8 percent for special Hajj.
