According to him, from CCTV footage, the perpetrator was found to be wearing a white motorbike and wearing a jacket and helmet when launching the action.
After that, he said the perpetrator was seen slowing down his vehicle, then reaching the victim's body before fleeing the location.
"The victim is a student who was walking alone at the time of the incident. Then the perpetrator came to launch the action," he said.
