Ministry Of Transportation Encourages North Bali Airport Development According To Rules

The Ministry of Transportation (Kemenhub) through the Directorate General of Civil Aviation (Ditjen Hubud) emphasized its support for the North Bali Airport development plan. Even so, all stages of development must be taken in accordance with applicable regulations.

"This includes fulfilling administrative, technical, and environmental requirements so that the implementation of development can be accounted for and in line with the laws and regulations," said Director General of Hubud of the Ministry of Transportation Lukman F. Laisa in a statement in Jakarta, Saturday, September 27.

The Directorate General of Hubud has calculated the need for land for airport construction technically. The results of these calculations must be adjusted to the certainty of the determination of the Bali Provincial Government's regional spatial plan (RT/RW). Lukman emphasized that the full support of the government cannot be separated from the importance of ensuring the fulfillment of all conditions so that development runs according to the sustainability principle.

He also mentioned the Letter of the Governor of Bali Number 553.2/7822/DISHUB dated November 19, 2020 regarding the cancellation of the proposed location in Kubu Added Regency and new proposals in Sumberklampok Village. According to Lukman, the letter must be one of the basis for considering the parties who want to build the airport.

The Bali Provincial Government, he continued, is obliged to guarantee that the land used is not in dispute or as collateral. The process of land acquisition of the community must be completed thoroughly so as not to hinder the stages of location determination. "This settlement is important so that development can take place in an orderly manner and provide legal certainty for all parties," he said.

Regarding the proposed new location located in the West Bali National Park area, Lukman emphasized that the mechanism for its use could only be carried out with a recommendation or decision from the Minister of Forestry. If the location is outside Sumberklampok Village, then the Bali Provincial Government is also required to withdraw the old proposal and re-submit the new location with complete documents according to the rules.

Furthermore, the construction of North Bali Airport must go through the Determination of Locations by the Minister of Transportation. Based on PP Number 40 of 2012 and Regulation of the Minister of Transportation Number PM 55 of 2023, applications for location determination are submitted by initiators who can be in the form of governments, local governments, BUMN, BUMD, and Indonesian Legal Entities.

As a civil aviation regulator, the Directorate General of Hubud emphasized his responsibility to ensure the development of flight infrastructure in accordance with national regulations and international standards with the principles of 3S + 1C (safety, security, services, compliance).

"We will continue to carry out the supervisory function so that every stage of development meets regulations, is transparent, and is oriented towards aviation safety," said Lukman.

With careful and procedural steps, the Ministry of Transportation hopes that the construction of North Bali Airport can provide real benefits, both for the Balinese and Indonesian people as a whole. The presence of the second airport in Bali is seen not only as a complement, but also as the main support for smooth, safe, and comfortable air transportation in the future.
